This year's festival takes place over two days, April 29 and 30. The ceremony follows traditional rituals with the following contents: Tran Dynasty worshiping session; festival opening ceremony; sacred water procession; white paper offering week; female mandarin offering week; ritual sessions; announcement ceremony at Long Tien pagoda; lamp sitting ceremony; saint enthronement ceremony; peace praying week, animal release offering, food offering.
Duc Ong Hung Vu Vuong Tran Quoc Nghien was the eldest son of Hung Dao Dai Vuong Tran Quoc Tuan, the eldest grandson of An Sinh Vuong Tran Lieu and the nephew of King Tran Thai Tong. He was a talented general, both literary and martial, a devoted son and a loyal subject of the royal court.
During the second and third resistance wars against the Yuan-Mongol invaders, he, along with his father King Tran Quoc Tuan and other generals, achieved many great feats and was awarded the title "Khai Quoc Cong" by King Tran.

Previously, the Tran Quoc Nghien Temple Festival was held on the 24th day of the third lunar month every year (the day he passed away). However, since 2008, the Tran Quoc Nghien Temple Festival has been restored and is held during the annual Ha Long Tourism Week.
After the opening ceremony, the procession of the Duke was solemnly performed, attracting not only locals but also tourists to participate.
Through the organization of the festival, we aim to review the glorious historical traditions of the nation, educate the spirit of patriotism for today's and future generations, build pride in the homeland in every Ha Long citizen, help everyone understand more deeply the historical-cultural value of the Bai Tho Mountain National Historical Relic Complex, and honor the great contributions of Mr. Tran Quoc Nghien in fighting foreign invaders to protect our country's borders.

The Temple of Duc Ong Tran Quoc Nghien was formed in the late 13th century, rebuilt in the year of Quy Suu 1913, restored for the first time in the year of Mau Dan 1938, and the second time in the year of Nham Ngo 2002.
Over time, due to harsh historical and natural conditions, Duc Ong Temple has degraded and has been restored many times.

In order to continue to preserve and promote the value of the festival and the relic site, from 2024 to present, Ha Long city is still expanding and renovating the Tran Quoc Nghien Temple, creating a spiritual and cultural space for people and tourists from all over to worship. Thereby, attracting more socialized resources from individuals and organizations to contribute to the construction and renovation of the Temple.
Once completed, the project will harmoniously and comprehensively connect Duc Ong Temple with the relics in the Bai Tho Mountain National Historical Relic Complex, realizing the goal of building Ha Long into a city of flowers and festivals.
