The 9th extraordinary session of the 15th National Assembly reviewed and approved 4 laws and 5 resolutions related to the arrangement of the state apparatus and reviewed and approved 3 other legal resolutions to promote the country's socio-economic development and specific, special, urgent and necessary mechanisms and policies for a number of important projects and works. To ensure the requirement that "laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently", in order to synchronously implement and promptly put the provisions of laws and resolutions into practice, the Government, ministries, branches and localities have proactively started to organize the implementation of laws and resolutions such as: issuing implementation plans; disseminating newly issued laws and resolutions; developing and issuing detailed regulations.

At the conference, representatives of ministries and central agencies reported to clarify new points and key contents of a number of laws and resolutions passed at the ninth extraordinary session of the 15th National Assembly, such as: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and the arrangement and organization of National Assembly agencies; Law on Organization of the Government, Law on Organization of Local Government and organizational structure, number of Government members for the 15th National Assembly term; Law on Promulgation of legal documents and resolutions on handling a number of issues related to the arrangement of the state apparatus, preparation of human resources for implementation; National Assembly resolutions piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation...

In his directive speech, Prime Minister Pham Minh Chinh assigned Deputy Prime Ministers to directly direct and ministers to review practical problems that have not been regulated by law to propose timely supplements; in March 2025, direct the completion of decrees and circulars guiding the laws and resolutions that have been passed.

The Prime Minister requested relevant ministries, branches, localities and units to allocate human resources, time and finance to improve the quality of drafting legal documents; do a good job of policy communication; during the implementation process, it is necessary to pay attention to listening to feedback from practice to make appropriate adjustments and supplements, thereby helping the laws and resolutions of the National Assembly to be effectively implemented in practice.
