As of March 13, the Provincial Fatherland Front Committee received a total budget of VND 31,128 billion through the "For the Poor" Fund. Currently, 183 households have completed housing construction but have not received funding support (including 69 newly built households and 114 repaired households). The province has started construction and repair of 1,088 houses for poor and near-poor households, of which 536 houses have been completed, the remaining houses have started construction and are under construction and repair. It is estimated that 590 households no longer need to build (246 newly built households and 344 repaired households). The number of households expected to start new construction and repair in March 2025 is 428 households with estimated funding needs: 93.6 billion VND.
In addition, in the province, there are 866 households of people with revolutionary contributions and martyrs' relatives who need to build new or repair houses. The total estimated support cost is over 65 billion VND from the central and local budgets. To date, the province has started to build and repair 419 houses, of which 92 have been completed. Except for households that no longer need it, in March 2025, construction will start to build and repair houses for the remaining 311 households.
Steering Committee members spoke at the conference.
Representatives of units and localities spoke at the conference.
Speaking at the conference, the Provincial Party Secretary and Head of the Steering Committee acknowledged and highly appreciated the results of the implementation of eliminating temporary and dilapidated houses for poor and near-poor households and people with meritorious services in the province.
He pointed out some shortcomings and limitations such as: Some departments, branches and localities have not really closely followed the implementation, many places have not proactively resolved difficulties and obstacles in a timely manner. He requested that departments, branches and localities identify this as a key political task of 2025, implement it resolutely, and ensure completion on schedule before June 30, 2025.
In addition, continue to do a good job of propaganda on mass media, create high unity in the political system and consensus, response of all classes of people, businesses, and philanthropists to the elimination of temporary and dilapidated houses; promptly commend localities and units that do well, frankly point out localities and units that have not proactively removed difficulties and performed their tasks.
He also noted that departments, branches and localities need to regularly monitor the situation and promptly resolve any arising problems to speed up the project implementation progress; it is necessary to clarify each specific case on the list of households that have been approved for support in building new houses or repairing houses but no longer have the need to build or repair houses to promptly remove difficulties and provide thorough support and assistance to households. At the same time, it is necessary to increase the mobilization of social resources and call on businesses and philanthropists to join hands in supporting the elimination of temporary and dilapidated houses.
The comrade assigned the Provincial Party Committee to urgently direct the review and make a list of beneficiaries eligible for support according to Decision No. 55/QD-BXD of the Ministry of Construction before March 25, 2025. In the process of implementing the projects, it is necessary to ensure the right beneficiaries, the right purposes, and the right regulations; support households in a timely and convenient manner, avoid policy exploitation, and ensure democracy, publicity, and transparency.
