On the morning of October 3, in An Chau commune (Dong Hung), the Provincial People's Committee held a launching ceremony for the 2023-2024 winter crop planting movement.

Comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee symbolically presented support seeds to localities.

Attending the launching ceremony were comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Vu Thanh Van, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, districts and cities.

In order to overcome the difficulties and damages caused by heavy rains, stabilize people's lives, ensure food security and a growth rate in the crop sector of 0.7% or more, the Provincial People's Committee has called on localities to promote solutions and expand the area of ​​winter crops. Accordingly, winter crops strive to reach 38,500 hectares or more, an increase of 1,500 hectares compared to the 2023 production plan. Of which, warm-loving winter crops strive to be planted on 19,300 hectares or more, including: 5,100 hectares of corn, 1,000 hectares of chili, 5,500 hectares of squash, 1,200 hectares of beans and peas... Cold-loving winter crops strive to be planted on 19,200 hectares, of which the main crop is potatoes. Thai Binh strives for the production value of winter crops in 2023 - 2024 to reach 3,400 billion VND or more, an increase of 2% compared to the winter crop in 2022 - 2023.

At the launching ceremony, the leaders of the Department of Agriculture and Rural Development announced the decisions of the Provincial People's Committee on allocating 10.05 tons of crop seeds from the national reserve to support the province to provide to farmers in districts and cities producing the 2023-2024 winter crop to overcome damage caused by heavy rain; supporting 12.4 billion VND to expand the production area of ​​​​potatoes in the 2023 winter crop.

Comrade Lai Van Hoan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee spoke at the launching ceremony.

Speaking at the launching ceremony, comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee emphasized: The winter crop is a short-term crop with diverse products and a fairly stable consumption market, creating a large agricultural output with high value, contributing to promoting agricultural commodity production, creating jobs and increasing income for many farming households. Determining the position and special importance of winter crop production, the Provincial Party Committee, People's Council and Provincial People's Committee have issued many policies and mechanisms, and at the same time focused on strong leadership and direction; therefore, the winter crop in many localities has truly become the main crop, creating jobs, bringing high income to people, contributing significantly to the growth of the agricultural sector and socio-economic development of the province.

To achieve the target of 38,500 hectares of winter-season crops or more, the Vice Chairman of the Provincial People's Committee requested the agricultural sector and localities to mobilize people to quickly and neatly harvest the winter-season rice crop according to the motto "green at home is better than ripe in the fields"; focus on caring for and protecting the planted area of ​​warm-season winter crops while focusing on mobilizing all human and material resources, taking advantage of favorable weather to go to the fields to plant winter crops. Strive to complete planting 19,300 hectares of warm-season crops before October 15, and complete planting 19,200 hectares of cold-season crops before November 15. Districts and cities, based on land funds and seasons, select crops with local strengths to expand the area; organize production associated with product consumption and processing; effectively implement the province's support mechanisms; and proactively research and issue specific support mechanisms for each locality to maximize the expansion of winter-season crop production area. The Department of Agriculture and Rural Development closely coordinates with departments, branches and localities in implementing the winter crop production plan, and actively directs specialized units to mobilize maximum technical staff to closely follow the base, monitor, guide and inspect the good implementation of planting, care, pest control until harvesting of crops, ensuring the highest productivity, quality and efficiency.
