The Government has just issued Resolution No. 114/NQ-CP on the implementation plan of Resolution No. 162/2024/QH15 dated November 27, 2024 of the National Assembly approving the investment policy of the National Target Program on Cultural Development for the 2025 - 2035 period.
The Plan was issued to seriously, qualitatively and effectively implement Resolution No. 162/2024/QH15, improving the management, operation and implementation of the Program.
Specifically define the work content, deadline, completion progress, and responsibilities of relevant agencies and organizations in organizing the implementation of Resolution No. 162/2024/QH15 to ensure synchronization, timeliness, and consistency.
The requirement is to closely follow the objectives and tasks of Resolution No. 162/2024/QH15 to develop solutions and mechanisms for managing and operating the Program; ensuring the implementation of the Resolution seriously, effectively, with quality and in accordance with the objectives of the Program approved by the National Assembly.
The work content must be associated with the responsibility and promote the proactive and active role of the Program's host agency, the Ministry of Culture, Sports and Tourism, and the agencies with implementation content under the Program, which are ministries and central agencies.
The local implementing agency of the Program is the People's Committees of provinces and centrally run cities in implementing Resolution No. 162/2024/QH15.
The Resolution clearly states 5 groups of implementation contents including: Organizing dissemination and propaganda to all levels, sectors and people in the process of implementing the Program; Developing plans and organizing the implementation of the contents and tasks stated in Resolution No. 162/2024/QH15 of the National Assembly in accordance with regulations; Reviewing, developing and submitting to competent authorities for promulgation and promulgating under their authority legal documents, management documents, administration and guidance on the implementation of the Program; Organizing the approval and implementation of the Program in accordance with the provisions of the Law on Public Investment, the Law on State Budget and current relevant legal provisions; Strengthening inspection and supervision at all levels and sectors in the process of implementing the Program to ensure compliance with the approved goals and tasks.
The Government requests Ministers, Heads of ministries, central agencies and Chairmen of People's Committees of provinces and centrally run cities, based on their functions and tasks, to proactively and actively implement this Resolution according to assigned tasks, ensuring progress, quality and efficiency.
The Ministry of Culture, Sports and Tourism is the agency in charge of the Program, coordinating with relevant ministries and agencies to: Urgently develop and complete the Program Feasibility Study Report to submit to the Prime Minister for approval of the Program; Decision to approve the Program; promulgate regulations on principles, criteria, and norms for allocating the central budget to implement the Program in accordance with the provisions of law; promulgate a set of national criteria on comprehensive cultural development at all levels to ensure conformity with the actual conditions of each region, area, and the Party and State's policies on local government organization.
The Ministry of Finance proposes that the Prime Minister consider, consolidate or establish a new Central Steering Committee for national target programs to direct the implementation of the Program. The Ministries of Public Security, National Defense, Home Affairs, Industry and Trade, Health, Justice, Education and Training, Agriculture and Environment, Science and Technology are assigned specific tasks under the Program, based on their management functions and tasks, in coordination with the Ministry of Culture, Sports and Tourism: Urgently develop and complete the Program Feasibility Study Report; develop principles, criteria, and norms for allocating central budget capital, and stipulate the proportion of counterpart capital from local budgets to implement the Program; National criteria for comprehensive cultural development at all levels for the period 2025 - 2030; review and develop documents guiding the implementation of the Program, recommend and propose specific policies (if any).
People's Committees of provinces and centrally-run cities shall strengthen the Program Steering Committee and coordinating units, assisting the Steering Committees at all levels in accordance with local conditions and relevant legal regulations.
Localities develop plans and prioritize balancing and arranging local budgets to implement the Program; issue regulations on integrating capital sources from other programs and projects with the same content and tasks to implement and strive to complete the goals and criteria of the Program./.
