250 projects and works in 34 provinces/cities are eligible to start construction and inaugurate with a total investment of about 1,280 trillion VND, of which 89 projects and works have been inaugurated; 161 projects and works have started construction. There are 08 important national projects, 46 group A projects; 155 group B projects and 41 group C projects.
By sector, there are 59 projects and works in transport infrastructure; 44 projects and works in civil and urban construction; 57 projects and works in industrial construction; 36 projects and works in technical infrastructure; 22 projects and works in social housing; 06 projects and works in agriculture and rural development; 03 projects and works in culture and sports; 12 projects and works in education; 1 in national defense; 1 in health care.
Among the projects, there are 129 projects with State capital of 478,000 billion VND, accounting for 37% of the total amount and 121 projects and works invested from other capital sources with 802,000 billion VND, accounting for 63% of the total amount. There are 05 FDI projects with a total investment of about 54,000 billion VND.
The inauguration and putting into operation of works and projects and the simultaneous commencement of large-scale works contribute to creating momentum and position for the country's socio-economic development, strengthening regional connectivity; contributing to growth of 8% or more in 2025 and double-digit growth in the following years; creating jobs and livelihoods for people and improving people's lives.

Speaking at the ceremony, Minister of Construction Tran Hong Minh said: In the 2021-2025 period, infrastructure investment has received special attention from the Party and State and has been identified as one of the strategic breakthroughs to promote socio-economic development and strengthen security and defense. The ministries, branches and localities have received attention, direction and been assigned many important tasks by the National Assembly and the Government, including industrial and energy projects, key transport projects such as highways, airports, seaports, urban railways, high-speed railways, etc.
Accompanying the whole country, ministries, branches, localities, and business communities have made efforts to coordinate in implementing key projects, determined to accelerate the implementation progress, start construction, and complete many important projects and works, contributing to the country's fulfillment of the set goals to enter a new era - the era of national growth, creating a solid foundation for economic growth of more than 8% in 2025 and towards double-digit growth in the following years.
With the efforts of ministries, branches, localities and enterprises, today across the country, we held the inauguration and groundbreaking ceremonies for 250 projects in 34 provinces/cities. Of which, 161 projects were started; 89 projects were inaugurated. The total investment of the projects is 1,280,000 billion VND, of which 129 projects are state capital with 478,000 billion VND, accounting for 37% and 121 projects with other capital with 802,000 billion VND, accounting for 63% (of which there are 5 FDI projects with 54,000 billion VND).
These are important projects of strategic significance; they are not only the result of efforts and joint efforts to overcome difficulties, but also a symbol of the aspiration for development and the will to rise of the entire nation. This is also a vivid demonstration of the achievements in developing the country's infrastructure, demonstrating the determination of the Party, State and people in building a prosperous, civilized and modern Vietnam.
Regarding expressways, from the beginning of 2025 to now, we have completed 455km, bringing the total length of expressways put into operation to about 2,476km; it is expected that from now until the end of the year, we will strive to complete about 700km more, towards the target of 3,000km by the end of 2025 and 5,000km by 2030. Regarding the coastal road system, 1,397km have been put into operation, 633km are under construction, and the target of 2,838km of coastal roads is gradually being completed. Today, the Ministry of Construction started construction on 6 expressway projects with a total length of 364km and upgraded and expanded many other road projects; especially the start of the expressway from Ca Mau to Dat Mui, which is the last piece on the North-South axis,...
Regarding maritime and inland waterways, with more than 3,260km of coastline and a dense river network, we have great potential to develop the marine economy and water transport. Many key projects have been deployed such as Cai Mep - Thi Vai port, Lach Huyen, Hau River channel, Cho Gao canal, promoting investment in Can Gio port, Nam Do Son, etc., contributing to the development of logistics and cost reduction. The groundbreaking of Hon Khoai and Bai Goc ports today is a strategic step, serving economic development, ensuring national defense and security and contributing to the implementation of Resolution No. 36-NQ/TW on the strategy for developing the marine economy.
Regarding railways, two urban railway projects, Cat Linh - Ha Dong, Ben Thanh - Suoi Tien and Nhon - Kim Ma, have been put into operation, gradually modernizing the urban area. Today, the groundbreaking ceremony of the resettlement area projects serving the North - South and Lao Cai - Hanoi - Hai Phong high-speed railway projects is extremely important, creating the premise for the high-speed railway projects to be implemented on schedule.
Regarding aviation, the completion of many key aviation projects such as the expansion of Tan Son Nhat and Noi Bai ports, etc. and especially Long Thanh International Airport, which is being deployed, will be basically completed in 2025. Today, we continue to start construction of Gia Binh port (level 4E), Cat Bi Terminal T2, and the expansion of Ca Mau port, etc.
Regarding civil construction works, compared to the beginning of the term, the urbanization rate has reached 44.9% (up 5.6%); the urban population has access to clean water reaching 94% (up 3%); the average housing area is 26.6m² floor/person (up 2.2m²),... From 2021 to now, the whole country has implemented 692 social housing projects with about 634,000 units, aiming to reach 1 million units for low-income people by 2030; the whole country has joined hands to eliminate temporary and dilapidated houses, more than 334,200 units, this is a "Special National Project", "Project of the Party's will, the people's heart" and has reached the finish line 5 years and 4 months ahead of the target set in Resolution 42-NQ/TW.
Today here, we are proud to inaugurate the National Exhibition Center, ranked in the world's top 10, a project with a super-sized, super-heavy structure, with a construction time of just over 10 months invested by Vingroup, along with many other typical projects such as: Nghe An Oncology Hospital, Saigon International Financial Center; starting 21 social housing projects with about 11,500 apartments in many provinces and cities,...
Regarding technological development, in recent years, the construction industry has made many great strides in science and technology, mastering many modern technologies such as: construction of bridges of all kinds, tunnel construction; intelligent traffic systems; step by step application of BIM technology, artificial intelligence, etc. Implementing the direction of the Politburo in Resolution 57 on breakthroughs in science and technology development, digital transformation, we need to continue to innovate, strengthen international cooperation to further promote the development of science and technology, application of technology and new materials.
Thoroughly implementing the Prime Minister's directive, "all must unite for the common goal, for the benefit of the people, the nation and the people"; "harmonious interests, sharing difficulties", the Construction industry determined to be determined to complete the projects, that is the honor, the responsibility before the Party, the State and the people. The Minister of Construction commented: The inauguration and groundbreaking of the projects today are of special importance, creating a solid foundation for our country to enter a new development phase - "the era of national growth", contributing to realizing the goal of double-digit economic growth in the coming years.

With the immortal spirit of the August Revolution, we are now making efforts to accelerate, break through, be more rapid and bold to successfully implement the goals set out in the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021-2025, determined to realize the 2 100-year strategic goals.
In that context, recently, under the leadership of the Party, the Government and the Prime Minister, the Government has resolutely directed the concentration of resources to implement 3 strategic breakthroughs to develop the country quickly and sustainably, including developing strategic infrastructure, unleashing all resources to develop the country. A series of key national highways and expressways have been formed, important large-scale projects, many works of international stature, industrial parks, urban areas, medical, educational, social and sports infrastructure... have been invested, built and inaugurated. We are striving that by the end of 2025, the whole country will have at least 3,000 km of expressways, 1,700 km of coastal roads; basically complete Long Thanh International Airport, T2 international terminal of Noi Bai airport; Complete at least 100,000 social housing units, start construction of the Lao Cai - Hanoi - Hai Phong railway, clear land for the North - South high-speed railway, gradually complete the urban railway system, build large seaports in Can Gio and Hon Khoai, implement transport and energy infrastructure projects with Laos, Cambodia and ASEAN countries... These are important premises and foundations for the strong development of the country's infrastructure in the new period, in the new era.
The Prime Minister emphasized: Today, we are holding the inauguration and groundbreaking ceremony for 250 large-scale, technically complex projects that play a very important role in socio-economic development, attracting strong participation from private enterprises, specifically:
- 89 projects and works were inaugurated with a total investment of about 220 trillion VND, including: completing and opening 208 km of expressways, increasing the total length of expressways nationwide, putting into operation nearly 2,500 km, Rach Mieu 2 bridge, Tri An Hydropower Plant expansion, Hoa Binh expansion, Nghe An Oncology Hospital with a scale of 1,000 beds, Ministry of Public Security Headquarters, Saigon Marina International Financial Center... Not to mention the large works that have been and will be inaugurated on this occasion such as the National Data Center, Nhon Trach 3, 4 Power Plant, Lao Cai - Vinh Yen 500kV transmission line project, preparing to inaugurate Phong Chau bridge, oil and gas projects...
Here, we inaugurated the National Exhibition Fair Center with a scale of 90 hectares, total investment of more than 7,000 billion VND, completed in just 10 months, promising to be a space contributing to promoting the development of the cultural industry and entertainment industry of Vietnam.
- 161 new projects and works were started with an investment scale of about 1,060,000 billion VND, playing an important role in the socio-economic development of localities, such as: Ngoc Hoi bridge connecting Hanoi with Hung Yen, expanding Long Thanh - Ho Chi Minh City expressway, Ca Mau - Dat Mui expressway; Hon Khoai dual-use general port; Viettel Research and Development Center; Ministry of Public Security Biotechnology Center; industrial infrastructure works; resettlement area projects serving the North - South high-speed railway project and the Hanoi - Lao Cai - Hai Phong railway project...
Gia Binh International Airport, which started construction today, is one of the strategic infrastructure projects for security, defense, and economy, and is expected to be a bright spot on the regional and international aviation and logistics map.
In particular, 22 social housing projects have been started with tens of thousands of apartments. In addition, the nationwide movement to eliminate temporary and dilapidated houses with more than 334,000 completed houses has become a "Special National Project", reaching the finish line 5 years earlier than the target set by Resolution 42-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee, demonstrating the "Project of the Party's will and the people's heart", in our country there are basically no temporary and dilapidated houses.
- The total investment capital for the above 250 works and projects is only about 37% State capital, the remaining about 63% is private investment capital (in accordance with the Party's policy on private economic development, State capital leading, activating all social resources). Investment capital is spread across the 3 regions of North - Central - South, spread across all economic - social fields, science and technology, digital transformation, national security and defense, foreign affairs, health, education, sports, culture, social security...
The Prime Minister pointed out: The key socio-economic projects inaugurated and started today have many strategic meanings in "turning the situation around and changing the state" of the country's strategic infrastructure:
- Contribute to realizing the vision and policies of the Party and State in developing synchronous and modern strategic infrastructure, creating new development space, creating breakthroughs in economic and regional connectivity, creating an attractive investment and business environment, creating jobs and livelihoods for the people, creating a driving force to promote the country's development, creating added value for brands, reducing input costs, logistics costs, increasing the competitiveness of goods and businesses.
- Demonstrating the determination of the entire Party, the participation, companionship and sharing of the entire political system, people and businesses (especially private businesses) in building and developing national infrastructure with the spirit of "what is said must be done, what is committed must be done, what is done must have results and specific products".
- Demonstrating maturity, growth, confidence, courage, advancement, self-reliance, self-strengthening, and mastery of technology in developing socio-economic infrastructure of Vietnamese people to create works in Vietnam, by Vietnamese people and invested and implemented by Vietnamese people.
- Vividly and authentically reflects the efforts, solidarity and consensus of the entire political system, relevant entities and people in competing to participate in and implement projects;
- Expressing the joy, excitement and happiness of the people when enjoying the fruits of the revolution, the fruits of the Party and State brought to the people, increasingly improving the material and spiritual life of the people.
- Create motivation, inspire, arouse aspirations, deepen pride and patriotism, and fuel the determination and dedication to build and develop the country of every Vietnamese citizen.
The Prime Minister expressed his hope that each project today will continue to be a piece of the puzzle that adds color and brilliance to the Vietnamese national picture of “Independence - Freedom - Peace - Unity - Integration - Strength - Prosperity - Civilization - Prosperity”. Hopefully, we will have more new symbolic projects of Vietnam that are mentioned and admired by friends in the region and the world; more creative cultural and social spaces for people to enjoy more and more.
2025 is the year of many important events of the country, the year of organizing party congresses at all levels, towards the 14th National Party Congress, the starting point of a new era - the era of strong, civilized, prosperous and prosperous development of the nation as General Secretary To Lam stated. Therefore, in order to quickly put the projects into operation, use, serving the goal of national development in the new era and with the spirit of "the sooner the projects are implemented, the more effective they are, reducing ICOR, not increasing capital, not prolonging, making the people happy, society excited, localities and the country developing", the Head of the Government proposed:
Firstly, investors and related units are required to organize the management, operation, exploitation and use of the works and projects inaugurated today to ensure safety, promote investment efficiency, and ensure a bright - green - clean - beautiful environment. Localities should maximize the advantages of the projects to invest in planning and developing new spaces and infrastructure to promote local socio-economic development. At the same time, continue to pay attention to and care for the lives of people, especially families who have given up land for the project.
Second, it is recommended that localities, investors, contractors, relevant agencies and units focus on resolving legal issues, investing in equipment, human resources, resources, promptly resolving necessary administrative procedures to quickly implement construction, strive to complete ahead of schedule, improve committed quality, and soon put works and projects into effective exploitation and use.
Third, require all levels and sectors to promote decentralization and delegation of power along with resource allocation so that "locals decide, locales do, locales are responsible" and to strengthen inspection and supervision. Focus on removing institutional barriers, cutting down on cumbersome administrative procedures for people and businesses. Ensure the "6 clear" assignment: clear people, clear work, clear time, clear responsibility, clear products, clear authority, to make "3 easy": easy to inspect, easy to urge, easy to evaluate.
Fourth, the implementation of projects is based on the spirit of “3 yeses” and “2 noes”, in which “3 yeses”: the interests of the State, the interests of the people, the interests of enterprises and “2 noes”: no corruption, negativity, no loss, no waste of assets, efforts, and money of the People. During the implementation process, especially when encountering difficulties and obstacles, it is necessary to uphold the spirit of solidarity, “ideology must be clear, determination must be high, efforts must be great, actions must be drastic and effective, each task must be completed, each task must be completed” and immediately reported to the competent authority for handling and resolution.

Sixth, promote the spirit of solidarity, strengthen coordination between agencies in the political system. Seek the support and participation of the people. Launch emulation movements, create an enthusiastic working atmosphere, portray good people and good deeds at the construction site. Implement timely rewards but strict discipline, ensure the correct progress, construction quality, labor safety, and environmental sanitation as prescribed.
On this occasion, the Prime Minister requested all levels, sectors, localities, enterprises, organizations and individuals to continue to make efforts and enthusiastically compete to accelerate the completion of works and projects, and put them into operation in 2025, including speeding up the completion of procedures to proceed to inaugurate and start construction of all works on December 19, 2025, to welcome the 14th National Congress of the Party.

With that spirit, the Prime Minister officially announced the inauguration and groundbreaking of 250 works and projects to celebrate the 80th anniversary of the August Revolution and National Day September 2, and the 80th anniversary of the Traditional Day of the heroic People's Public Security Force.
At Dong Thap bridge, Permanent Deputy Prime Minister Nguyen Hoa Binh attended the inauguration ceremony of Rach Mieu 2 bridge project across Tien River connecting Dong Thap with Vinh Long.
The Rach Mieu 2 Bridge construction investment project has a total length of 17.6km (design speed 80km/h), of which 7.95km passes through Dong Thap province and 9.65km passes through Vinh Long province. The project includes the Rach Mieu 2 cable-stayed bridge, 1.97km long, with a main cable-stayed bridge of 0.51km, the My Tho bridge of 0.45km and a 15.15km approach road meeting level III standards in the delta. The total investment of the project is more than 6,800 billion VND from the state budget.
This is an important traffic project in the Mekong Delta region invested by the Ministry of Construction. The project starts at Dong Tam intersection (intersection of National Highway 1 with Provincial Road 870, Dong Thap province) and ends at Km16+660 on National Highway 60, about 0.71 km from the North pier of Ham Luong Bridge (Vinh Long province). Rach Mieu 2 Bridge is built about 4 km upstream of Rach Mieu 1 Bridge on the Tien River.
National Highway 60 through Rach Mieu 2 Bridge will become a parallel axis with National Highway 1 and Ho Chi Minh City - Trung Luong - My Thuan Expressway, connecting Vinh Long and Dong Thap provinces to Ho Chi Minh City and seaports faster. The Rach Mieu 2 Bridge project was completed nearly half a year earlier than expected, and is expected to not only solve the urgent traffic congestion problem but also be an important lever, promoting economic growth, tourism and improving the quality of life for people in the area.
At Ninh Binh bridge, Deputy Prime Minister Tran Hong Ha and leaders of ministries, branches and localities attended the groundbreaking ceremony of the Resettlement Area Construction Project in Dong Van Ward (location No. 02) to serve the site clearance for the North-South high-speed railway project.
This is the first resettlement project to be started to serve the North-South high-speed railway project. The project has a total investment of nearly 10 billion VND to build a traffic system and technical infrastructure (water supply, drainage, communication, power supply, lighting) on an area of about 1.17 hectares.
In Bac Ninh, Deputy Prime Minister Le Thanh Long attended the inauguration ceremony of the Hanoi Law University 2 project with a total investment of nearly 1,800 billion VND.
Hanoi Law University Campus 2 was built in Dong Nguyen Ward, Bac Ninh Province since 2019 on an area of about 28 hectares, meeting the training needs of 10,800 students. To date, the basic items have been completed and it is expected to welcome students to study from the 2025-2026 school year.
The investment in the construction of Campus 2 of Hanoi Law University in Tu Son town, Bac Ninh province aims to meet the needs for modern facilities and technical equipment, creating favorable conditions for an advanced university governance model, contributing to the development of a key university, serving training and scientific research in the field of law, providing high-quality legal human resources for society; with a scale suitable to the objectives and solutions of the overall project to build Hanoi Law University into a key university for training legal staff approved by the Prime Minister in Decision No. 549/QD-TTg dated April 4, 2013.
In Ho Chi Minh City, Deputy Prime Minister Ho Duc Phoc attended the inauguration ceremony of the Saigon Marina International Finance Center (Saigon Marina IFC) at 2 Ton Duc Thang, Saigon Ward.
The project marks the beginning of the roadmap for building an International Financial Center in Ho Chi Minh City.
Saigon Marina IFC is located in Ba Son area, a land that has been associated with the history of the shipbuilding industry and Saigon commercial port. This location is considered strategic, as it is located close to the Saigon River, adjacent to key trade routes such as Ton Duc Thang - Nguyen Hue Boulevard and has quick connections to central administrative and business areas.
The building is 55 stories high, 5 basements, with a total floor area of over 106,000 m² on a land area of over 6,000 m², making it one of the tallest buildings in Ho Chi Minh City. Saigon Marina IFC is designed to be multifunctional, including Class A offices, a commercial center, a hotel, meeting spaces and high-end amenities, expected to serve about 10,000 regular employees.
According to Resolution 222/2025/QH15 of the National Assembly, the establishment of an International Financial Center is a long-term strategy. Saigon Marina IFC is identified as one of the initial items, providing high-quality premises and infrastructure conditions to serve international financial and business activities in Ho Chi Minh City.
In Hanoi, Deputy Prime Minister Nguyen Chi Dung attended the groundbreaking ceremony of Ngoc Hoi Bridge and the approach roads at both ends of the bridge, a key project connecting the capital Hanoi with Hung Yen province.
This is one of 10 important infrastructure projects in Hanoi that were inaugurated and started construction to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
According to the design, the Red River overpass is about 680m long, more than 32m wide, ensuring 6 lanes for motor vehicles and 2 mixed lanes. The approach bridge is more than 6.5km long, the entire project has a total length of 7.5km, of which the section through Hanoi is 5.2km long, the section through Hung Yen is 2.3km long.
Ngoc Hoi Bridge is part of Ring Road 3 and 5, connecting Phuc La – Van Phu Road to Phap Van – Cau Gie Expressway. The project is expected to reduce the pressure on Thanh Tri Bridge and Chuong Duong Bridge, while opening up a new development direction for the East and South of Hanoi.
The project is implemented in Thanh Tri, Gia Lam (Hanoi) and Van Giang (Hung Yen province), with implementation period from 2025 - 2028. This is a group A project, with a total investment of about 10,198 billion VND from the central budget and Hanoi city budget.
In Phu Tho province, Deputy Prime Minister Mai Van Chinh attended the inauguration and power generation ceremony of Unit 1 of the Hoa Binh Hydropower Plant Expansion Project.
Unit 1 of the Hoa Binh Hydropower Plant Expansion Project has generated electricity and successfully connected to the national power grid at 04:27 on August 19, 2025, on the occasion of "Celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam".
In Can Tho City, the Vietnam National Industry and Energy Group (Petrovietnam) held the groundbreaking ceremony for the O Mon IV Thermal Power Plant (TPP) at the O Mon Power Center.
The Block B gas-power project chain has gas reserves of about 100 billion m³, providing 5–6 billion m³ of gas each year to produce tens of billions of kWh of clean electricity. This is considered a "new energy source" for Vietnam in the coming decades, contributing to reducing dependence on coal and hydropower, strengthening long-term energy security, and supporting the implementation of the commitment to net zero emissions by 2050.
Faced with urgent progress requirements, the Prime Minister assigned Petrovietnam to be the investor of O Mon IV Thermal Power Plant. The plant has a designed capacity of 1,155 MW, using new generation combined cycle gas turbine technology, achieving high efficiency, fuel economy and environmental friendliness.
