Government mass mobilization associated with implementing democracy at the grassroots level

Fully aware of the role and importance of mass mobilization work in the current period, the Party Committee of Lam Dong Provincial People's Committee regularly disseminates and creatively applies the guidelines and policies of the Central Government and the province in accordance with the actual circumstances and conditions for implementation in the locality.

On that basis, departments, branches, public service units of the province and authorities at all levels proactively develop programs and implementation plans with specific tasks and solutions, suitable to the situation of the unit and documents on implementing mass mobilization work of agencies and units in the new situation.

The Provincial Party Committee and People's Committee regularly innovate the content and methods of leadership and direction of mass mobilization work. From there, it turns difficulties into opportunities in implementing new policies and guidelines of the Party, State, and Provincial Party Committee to complete socio -economic, defense-security goals, investment programs and projects in the province related to the rights and obligations of the people.

Along with that, the Party Committee directed the Provincial People's Committee to issue policies for economic development, ensuring security, politics , social order and safety, especially policies related to policy families, the disadvantaged, ethnic minorities...

The implementation of the emulation movement "Skillful Mass Mobilization" combined with campaigns and movements of the government, the Fatherland Front and socio-political organizations has been focused on directing the grassroots with many practical models and measures, suitable to the actual situation in the locality. In particular, the model "Sunday with the People" has spread widely and been replicated to localities, agencies and units throughout the province.

The work of government mass mobilization associated with the implementation of democracy at the grassroots level has become routine, contributing to strengthening trust and creating consensus in society. Authorities at all levels have focused on dialogue, listening and promptly resolving urgent, outstanding issues and legitimate recommendations of people and businesses. A number of long-standing cases have been focused on and resolved in accordance with regulations, contributing significantly to preventing hot spots of land disputes, compensation, and site clearance; resolving issues reported by people in accordance with the law.

The role of the people in building the Party and the government has been promoted by localities and units. This has contributed to the province implementing many important projects. In order to promptly remove difficulties and obstacles, and at the same time, resolve legitimate recommendations of people and businesses, in recent times, the Provincial People's Committee has effectively implemented the work of receiving citizens and dialogue with businesses.

On August 29, 2025, provincial leaders will have a meeting with businesses to remove difficulties in implementing investment projects and tax policies; connect businesses with associations, credit institutions, etc. to create trust to build a transparent and stable business environment, attracting investment in the province.

Building a team of cadres and civil servants to serve the people

When implementing a two-level local government, one of the most important factors that the Provincial Party Committee and People's Committee pay attention to and direct is to build a team of cadres, civil servants and public employees (CBCCVC) in the spirit of serving the people. The civil service ethics, sense of responsibility, discipline, order, and awareness of serving the people of the team of CBCCVC, especially those who regularly contact and solve work for the people, are focused on in the direction of "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people".

The provincial Party Committee and government have been paying attention to training, fostering, improving professional qualifications, political theory, practical capacity, cultivating moral qualities, responsibility, dedication to work and attitude of serving the people for the team of civil servants and public employees.

Agencies, units, and authorities consider the satisfaction and trust of the people and organizations in the quality of service and the effectiveness of work handling as one of the criteria to evaluate the quality of the organization's operations; the capacity and qualities of party members, civil servants and public employees. This has contributed to overcoming the situation where a number of civil servants and public employees are afraid of making mistakes, shirking work, and avoiding responsibility, thereby promoting the spirit of daring to think, daring to do, for the common good.

Initial effectiveness has been confirmed, when local people and businesses come to carry out administrative procedures at the public administrative service centers of communes, wards and special zones across the province, they all expressed satisfaction with the service spirit and attitude of civil servants.

In particular, the Provincial Party Committee has reported to request the policy and received approval from the Standing Committee of Lam Dong Provincial Party Committee to dispatch more than 400 officials from the province's departments and branches to 113 communes and wards, to support the operation of the two-level local government, contributing to building an administration for the people, promoting socio-economic development in the province in the era of development.
