No hesitation, no waiting in disbursement of the National Target Program

Deputy Prime Minister Tran Hong Ha has directed ministries, branches and localities to focus on many solutions to promote disbursement of capital for national target programs (NTPs).

On the afternoon of March 31, Deputy Prime Minister Tran Hong Ha chaired an online meeting of the Steering Committee for National Target Programs for the 2021-2025 period on the implementation status and preparations for the summary of the National Target Programs for the 2021-2025 period.

According to the report of the Ministry of Finance at the meeting, as of March 31, 2025, the disbursed capital of national target programs was over VND 4.8 million billion, reaching 14.21%. Particularly, the disbursed regular budget was VND 347,000 billion, reaching 1.8%.

To date, the country has invested in 2,716 new construction projects and 1,586 maintenance and repair projects. Over 9,368 projects and production development models have been supported for construction and replication, with over 213,200 households participating. The country currently has 6,001 communes meeting new rural standards, achieving 97.5% of the target set for the entire period.

However, the implementation of national target programs still faces difficulties and obstacles. Some national target programs, especially socio-economic development programs for ethnic minority and mountainous areas, do not have sufficient legal basis for implementation.

The progress of construction and allocation of budget estimates for implementing programs is still slow. Some localities have not been proactive in reviewing and preparing investment procedures, leading to confusion in application.

At the meeting, leaders of ministries, branches and localities expressed difficulties and obstacles in the process of implementing national target programs. Many localities proposed that after abolishing the district level, large projects should be assigned to the province, and small projects should be allocated to the commune level. The Central Government needs to have a more open mechanism in transferring capital for national target programs...

The conference was held online in 63 provinces and cities nationwide.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance to take the lead in advising and performing its advisory role well so that national target programs can be implemented continuously and not be affected or interrupted by mergers and streamlining of the apparatus.

As for the localities that have been allocated capital by the Central Government, they must decide, must do and take full responsibility. Avoid the current situation of being too passive and not yet allocating budget to implement sub-projects.

“Local leaders must organize and implement the plan vigorously. There should be specific assignments of tasks and responsibilities for each cadre, department, and office to proactively take action immediately. No hesitation, no waiting,” Deputy Prime Minister Tran Hong Ha directed.

The focal points in charge of these three programs must summarize before June 30, 2025. Based on the summary, lessons must be drawn and effectively implemented in the coming period.
