On March 25, at the National Assembly House, the National Assembly Standing Committee held the 7th Conference of full-time National Assembly deputies of the 15th tenure to discuss and contribute opinions on draft laws submitted to the National Assembly at the 9th Session of the 15th National Assembly. National Assembly Chairman Tran Thanh Man chaired the conference.

Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man said that in order to ensure the quality of the draft law submitted to the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly, in 2 days (March 25 and 26, 2025), the National Assembly Standing Committee organized the 7th Conference of full-time National Assembly deputies, term XV to discuss and give opinions on 8 draft laws that were first commented on by the National Assembly at the 8th Session; 01 draft law was submitted to the National Assembly for consideration and approval according to the procedure at 01 session (the draft law amending and supplementing a number of articles of the Law on Product and Goods Quality) and 01 draft law is expected to be reported to the National Assembly for consideration and approval at the 9th Session according to the procedure for approval at a National Assembly session if qualified (the draft law on Personal Data Protection).

National Assembly Chairman Tran Thanh Man emphasized that the draft laws discussed at this Conference regulate many different areas, including very important laws that have a great impact on production and business activities and the business community such as: Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Digital Technology Industry; Law on amending and supplementing a number of articles of the Law on Advertising...

At the working session on the morning of March 25, delegates focused on discussing three contents: the draft Law on Digital Technology Industry; the draft Law on Chemicals (amended); and the draft Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations.

Giving opinions on the draft Law on Digital Technology Industry, Deputy Head of the National Assembly Delegation of Dak Lak Province Nguyen Thi Thu Nguyet stated: The draft Law on Digital Technology Industry has focused on updating new contents such as regulations on digital assets, production of digital technology products, digital technology services, digital transformation, digital technology zones, semiconductor chips... These amendments and supplements are consistent with the general trend in developed countries, contributing to facilitating and creating strong motivation for Vietnam to develop the digital technology industry into a foundation industry, contributing to promoting industrialization and modernization of the country.

Delegate Nguyen Thi Thu Nguyet suggested further study of legal documents related to policies for the information technology industry such as: Law on Support for Small and Medium Enterprises, Law on High Technology, Law on Industry... and drafts under construction on the mechanism for controlled testing of financial technology activities in the banking sector... adding some contents to complete the draft Law on Digital Technology Industry.

Delegate Nguyen Thi Thu Nguyet said that at Point i, Clause 2, Article 8 and at Clause 6, Article 17 of the draft Law, there are phrases regulating "virtual reality", "augmented reality", so it is recommended that the drafting agency study and revise them to "virtual reality", "augmented reality" to be consistent in terms of terminology with Decree No. 82/2024/ND-CP dated July 10, 2024 of the Government on amending and supplementing a number of articles of Decree No. 73/2019/ND-CP dated September 5, 2019 of the Government regulating the management of investment in information technology applications using state budget funds. Unifying terminology among legal documents will facilitate implementation and application in practice.

Regarding Article 10 of the draft law, which stipulates safety and security in digital technology industry activities, the delegate said that although this provision sets out safety requirements, the regulations related to network security and data protection are still general, lacking specific technical standards and management processes. In the context of increasingly developing digital transformation, personal and business data become valuable assets and are also the target of external threats. The lack of detailed technical standards and strict control processes can lead to risks of data loss, leakage or attacks. Therefore, the delegate proposed to add specific standards on network security, based on international standards and standards issued by the Ministry of Public Security and the Ministry of Science and Technology.

Regarding the draft Law on Chemicals (amended), Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet suggested that it is necessary to add a clearer penalty framework for violations such as: using banned chemicals, not following safe distances, not having a chemical incident response plan. At the same time, there should be a mechanism to encourage and recognize businesses that comply with safety and environmental regulations.

Regarding the chemical industry development strategy, delegate Nguyen Thi Thu Nguyet proposed adding an article on the State's policy on chemical activities before Article 4, with the following contents: Building a modern, sustainable chemical industry, effectively using natural resources; focusing on developing basic chemicals, environmentally friendly chemicals, chemicals with high economic value to serve socio-economic development. The State invests in building a plan for the development of the chemical industry, building a national chemical safety control system, a chemical safety information database; encouraging organizations and individuals to invest in developing the chemical industry; applying modern technology, environmentally friendly technology; encouraging the recycling, reuse and reduction of chemical waste...
