According to the synthesis of reports from localities, from 2021 to now, the whole country has 655 social housing projects implemented with a scale of more than 593,000 units. In 2024, the whole country has 28 projects with 20,000 units completed; 23 projects with a scale of 25,000 units have been licensed and started construction; the number of projects approved for investment policy is 113 projects, equivalent to 142,000 units.

Up to now, 10 localities nationwide have included social housing development targets in their annual and 5-year socio-economic development plans; 30 localities have issued plans to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period 2021 - 2030"... The whole country has planned 1,309 locations with a scale of 9,737 hectares of land for social housing. However, in addition to the achieved results, the implementation of social housing construction is still facing many difficulties and problems related to mechanisms, policies, roles and responsibilities of local authorities, capital sources... which have been pointed out by ministries, branches and localities such as: many localities are not determined and proactive in performing assigned tasks; Some localities have many projects that have been approved for investment in the recent period, but local authorities have not paid attention to or created favorable conditions in selecting investors to implement investment and construction...

At the conference, delegates focused on discussing and giving suggestions to remove difficulties and obstacles, promote the development of social housing and effectively implement the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period 2021 - 2030".

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: Developing social housing and housing for workers is one of the three pillars of social security policies, "settling down to find a job", citizens have the right to have a legal place to live. Currently, the demand for social housing is very large, so agencies must put themselves in the position of those in need to solve and implement the work according to their functions, tasks and powers. Localities have been assigned specific targets for building social housing, and must consider this a political task, with the viewpoint that people are the center, the subject, people are the decisive factor for development, all policies must be directed towards people.

To achieve the project's objectives, the Prime Minister requested the Ministry of Construction to urgently review the remaining institutions, mechanisms and preferential policies, thereby proposing a roadmap and solutions to remove obstacles related to ministries and branches; at the same time, review the standards and regulations on house design suitable to the conditions , landscape, culture and climate in each region.

Localities must focus on planning and adjusting land use planning for social housing development to ensure suitability, to be completed no later than the second quarter of 2025; proactively prioritize land allocation to social housing investors; study the recovery of "suspended" and wasteful projects; mobilize the entire political system to participate, propagate and mobilize to raise people's awareness, and create consensus in site clearance for social housing projects.

The Prime Minister also requested that procedures for implementing social housing projects must be transparent, and capital must be disbursed quickly when meeting the prescribed conditions in the spirit of "doing one thing at a time".
