This afternoon, April 16, the Provincial Party Standing Committee held the 16th meeting of the Provincial Party Executive Committee (PCC) for the 17th term to develop and promulgate the Action Program of the Provincial Party Executive Committee to implement the resolutions of the 8th meeting of the PCC, 13th term. At the conference, based on the suggestion of Provincial Party Secretary Le Quang Tung, delegates focused on discussing and giving opinions to build the Action Program of the Provincial Party Committee to implement the resolutions of the 8th Conference of the 13th Party Central Committee, including: Resolution No. 42 on "Continuing to innovate and improve the quality of social policies to meet the requirements of the cause of building and defending the Fatherland in the new period"; Resolution No. 43 on "Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy"; Resolution No. 44 on "Strategy for defending the Fatherland in the new situation"; Resolution No. 45 on "Continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period".

Concluding the conference, Provincial Party Secretary Le Quang Tung emphasized that these are issues of great importance to the completion of the political tasks of the Provincial Party Committee from now until the end of the term, and at the same time are the bases for strategic orientation for the province to determine goals, directions, and tasks in the fields of socio-economics, national defense and security in the coming time, especially when developing documents for the Provincial Party Congress for the new term.

Continuing to innovate and improve the quality of social policies according to Resolution No. 42 is of great significance, especially for Quang Tri, an area that has suffered many consequences of war and natural disasters, and has a large number of people enjoying social policies.

To continue to effectively implement the Party and State's policies on social policies, especially Resolution No. 42 and the Provincial Party Committee's action program, all levels and sectors need to strengthen propaganda, raise awareness of the role of social policies, implement social security as well as improve the capacity and effectiveness of state management of social policies.

Maintain and promote the effectiveness of the implementation of regimes and policies for people with revolutionary contributions and those in need of social protection, thereby improving and enhancing the quality of life of the people of Quang Tri province.

Along with that, continue to synchronously implement solutions in innovating the emulation movement "The whole country joins hands for the poor - leaving no one behind"; the emulation movement "eliminating temporary and dilapidated houses", arousing the will of self-reliance, self-improvement, promoting internal strength to escape poverty, building a prosperous life for the people and the community.

Implement focused, key and sustainable investments, strengthen conditional support mechanisms and policies, gradually reduce grant policies; take the development of the poor and poor communities as the center of poverty reduction programs and projects as well as promote support for livelihood development.

In addition to budget funds, it is necessary to mobilize social resources, especially agencies, businesses, organizations, and individuals, to strive that by the end of 2026, there will be no poor households without houses or having to live in temporary or dilapidated houses in the province.

Regarding the implementation of Resolution No. 43 and the action program of the Provincial Party Committee, it is necessary to continue to raise awareness and responsibility of Party committees, Party organizations, the political system and the People on the importance of promoting the tradition and strength of great national unity; implementing the building and rectification of a clean and strong Party as the nucleus and solid foundation to continuously build solidarity in the political system.

Enhance the role, effectiveness and efficiency of the State's operations in promoting the tradition and strength of great national unity; all activities of State agencies, cadres, party members, civil servants and public employees always aim at serving the People, taking the consensus and satisfaction of the People as a measure of work efficiency.

Along with that, promoting the people's mastery, implementing well the legal regulations on democracy at the grassroots level and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", strengthening social consensus associated with raising citizens' sense of responsibility.

Regarding continuing to build and promote the role of intellectuals, Party committees and organizations at all levels focus on thoroughly grasping and implementing Resolution No. 45 to create high consensus in awareness and action on the role and importance of intellectuals for the development of the province and the country.

The heads of party committees, authorities, agencies, units and localities need to identify the leadership and direction of building and developing the intellectual team as one of the important, regular and strategic tasks to meet the requirements of economic, cultural, social, national defense and security development of the province and the country in the new period.

Focus on promoting and honoring the talents, ethics, spirit of dedication, and responsibility of intellectuals towards their homeland as well as building specific programs, plans, and projects to attract, employ, reward, and honor intellectuals in accordance with the requirements and practices of the industry and locality.

In addition, it is necessary to identify key areas and areas to best promote the capacity, dedication and enthusiasm of the intellectual team, especially good scientists and prestigious leading experts, as well as pay attention to training and fostering the next generation of young intellectuals, creating an environment, conditions and motivation to promote the especially important role and dedication of the intellectual team...

To put the resolutions of the 8th Central Conference, 13th tenure and the action program of the Provincial Party Committee into practice, Provincial Party Secretary Le Quang Tung requested the Party Executive Committee of the Provincial People's Committee, the Provincial Party Committee Office, and relevant units to promptly absorb and complete the action program so that the Provincial Party Committee Standing Committee can promulgate and implement it throughout the Party Committee. District, town, city Party Committees, and Party Committees directly under the Provincial Party Committee should focus on studying and thoroughly grasping the viewpoints, goals, targets, tasks, and solutions in the Provincial Party Committee's action program, promptly developing plans at their level to effectively organize implementation.

On this occasion, the Provincial Party Committee awarded emulation flags and certificates of merit to collectives and individuals with excellent achievements in completing tasks in 2023 and 5 consecutive years, from 2019-2023.
