The Hanoi People's Committee has just planned to implement Plan No. 299-KH/TU dated February 20, 2025 of the Hanoi Party Committee on implementing Directive No. 39-CT/TU dated October 30, 2024 of the Secretariat "on improving the effectiveness of social policy credit in the new period".

The plan aims to continue raising awareness of local authorities at all levels, sectors and people about the role, position and importance of social policy credit for local socio-economic development in the new period.

Accordingly, along with strengthening propaganda work, the city will focus resources on social policy credit: In the 2025-2030 period, focus on allocating capital from the city budget entrusted through the City Social Policy Bank Branch of about 6,000 billion VND to lend to meet the needs of beneficiaries...

The city also ensures that policy credit capital is deployed to the right beneficiaries, used for the right purposes, promoting efficiency and socio-economic significance. It does a good job of evaluating loans at savings and loan groups, ensuring that the loan level is appropriate to the needs and actual use of capital of the borrower. It focuses on creating favorable conditions for poor households, near-poor households, newly escaped poverty households, people with disabilities, ethnic minorities, people who have completed their prison sentences, those affected by natural disasters and epidemics, those who have lost their jobs, those who are unemployed, students who borrow capital for their studies, beneficiaries of policies on social housing, clean water and environmental sanitation, and other emergencies.

Continue to review, propose supplements and improve credit mechanisms and policies to better meet the needs of beneficiaries in the area, contributing to the socio-economic development of the city and each locality in the new context.

In addition, improve the quality of operations of Transaction Points at the commune level, ensure safety, convenience, and create favorable conditions for people and beneficiaries; deploy utilities, policy credit management applications, and support software; pay attention to supporting facilities and creating favorable conditions for the Social Policy Bank to carry out assigned political tasks...

The City People's Committee assigns the city-level departments, branches, agencies, units, and People's Committees at all levels to take the lead in implementing the tasks of proactively developing programs and detailed plans for implementation. The City Social Policy Bank Branch is assigned to take the lead in coordinating with relevant departments, branches, and agencies to monitor and urge the implementation.
