Hanoi: Complaints and denunciations are mainly related to land management and construction order.

During this reporting period, Hanoi city's administrative agencies received 31,826/37,879 citizens for complaints, denunciations, recommendations, and reflections. Of which, 21,507/24,559 citizens were regularly received; leaders of administrative agencies periodically received 10,319/13,320 citizens. There were a total of 24,001 cases, of which 16,612 were first-time cases and 7,389 were multiple-time cases. Large groups were received by 354 groups/4,093 citizens, of which 386 were first-time cases and 314 were multiple-time cases.

Regarding the results of receiving and handling complaints and denunciations, the total number of received complaints was 50,520, of which the number of processed complaints/total number of received complaints was 47,710/50,520.

Regarding the results of complaint settlement, the total number of complaints was 6,627, of which the total number of complaints under the authority was 3,911/2,389 cases; the total number of complaints resolved was 2,260 cases, reaching 94.6%; the total number of cases being resolved was 129 cases.

The report emphasized that in recent times, the Party Committee and authorities at all levels of the city have focused on directing the work of receiving citizens, resolving complaints and denunciations in conjunction with resolving complicated issues of political security and social order and safety in the city according to Resolution No. 15-NQ/TU dated July 4, 2017 of the Standing Committee of the City Party Committee.

The work of handling complaints, denunciations, recommendations and reflections has been directed with synchronous solutions; promoting the combined strength of the entire political system, the leadership role of Party committees at all levels, and the responsibility of authorities at all levels has continued to have many positive changes; a number of pending, complicated and prolonged cases have been resolved completely.

Although the situation of complaints and denunciations still has potential complications, units have strengthened and perfected the apparatus for receiving citizens and resolving complaints and denunciations.

At the same time, the city has mobilized the strength and participation of the entire political system from the city to the grassroots. Thereby contributing to improving the effectiveness of coordination between sectors and levels, thereby ensuring citizen reception, handling complaints and denunciations, maintaining political security and social order and safety in the area, preventing complicated situations and the formation of "hot spots" in the area.

In addition to the advantages and results achieved in the past time, the work of receiving citizens, handling complaints and denunciations in the city still has some shortcomings, difficulties and obstacles. Specifically, some heads of affiliated units have not really paid attention to the work of handling petitions and letters; the arrangement of staff and civil servants to perform the work of receiving citizens and handling petitions and letters is of low quality, not commensurate with the requirements and tasks of the work.

There are still many cases of complaints and denunciations at the city and district levels (previously) that have not been completely resolved. The main issues are related to land management, construction order, granting of land use right certificates, and site clearance for projects in the area.

In addition, after implementing the 2-level local government model, there is no longer the Department Inspectorate and District Inspectorate. Currently, the staff performing the task of receiving citizens, advising on resolving complaints and denunciations at departments, branches, and 126 communes and wards are mostly new staff, and still encounter many difficulties in applying related regulations.

Faced with the need to adapt to the new apparatus and ensure the effectiveness of state management, in the coming time, all agencies under the city need to focus on implementing 6 key groups of tasks. In particular, the city will strengthen training, fostering, and organize professional training courses on citizen reception, complaint and denunciation settlement when implementing the two-level local government model.

At the same time, agencies and units continue to effectively implement directives, resolutions, plans and regulations of the Central and the city on this work. In particular, focusing on resolving complaints and denunciations, striving to achieve a resolution rate of over 85% for newly arising cases; striving to organize the implementation rate of over 90% for legally effective complaint resolution decisions and denunciation handling decisions.

In particular, it is necessary to strengthen the supervision of the National Assembly Delegation and the City People's Council, and strengthen the activities of working groups to continue to inspect, review, and urge the resolution of crowded and complicated cases in order to achieve the goal of reducing crowded complaints and denunciations, and not allowing "hot spots" to arise.
