Floods rise rapidly, causing heavy property damage
From the night of August 20 to August 21, prolonged heavy rains caused floods to rise rapidly on rivers and streams, carrying layers of muddy rocks and soil, threatening the safety of people's lives and property in some mountainous and highland communes. Many communes have made preliminary statistics of initial damage to infrastructure and agricultural production.

In Bien Dong commune, a house in Vach Gao hamlet is at risk of collapsing due to a landslide, isolating 6 hamlets. Son Dong commune was severely affected with a series of flooding and landslides, including Khe Da culvert in Dong Tan hamlet collapsing.
In Tuan Dao commune, nearly 100 households living in some villages were isolated; Provincial Road 291, passing through the commune, was eroded in two locations; the culverts were flooded about 60cm deep. Worryingly, 3 households were affected by landslides. The family of Mr. Phun A Xi, Ngheo village, had a landslide of about 1,000 m3 of rock and soil behind his house; the family of Mr. Phon Van Tho had the roof of his 70m2 grocery store collapse; the family of Mr. Phon Van Bang had mud and soil washed into his house.

The commune People's Committee has deployed the "4 on-site" plan, directing the shock force to stretch ropes, put up signs prohibiting vehicles from traveling, and check landslide sites in the area. Ms. Ngoc Thi Cham, a resident of Am Ha village, Tuan Dao commune, shared: "It's been a long time since I've seen such heavy rain. When I opened the door in the morning, I saw the garden flooded, water pouring down from the mountain, making us very worried."

Similarly, in Tay Yen Tu commune, all 11 villages were partially flooded, two villages were isolated, 42 households had to be urgently evacuated; Provincial Road 293, the section passing through the commune, was also deeply flooded and the negative slope collapsed in Ga village. In Yen Dinh commune, 70 hectares of rice and crops were flooded, 90 households had to evacuate their properties. Comrade Nguyen Thanh Phong, Chairman of Yen Dinh Commune People's Committee, said that many low-lying villages such as Dong Chu, Khe Tau, and Roc Nay were flooded, about 20 households were isolated. In Dai Son commune, two schools had their fences collapsed, dozens of hectares of crops were flooded, many villages were completely isolated.
According to information from the Bac Ninh Provincial Hydrometeorological Station, from 2:00 to 5:00 on August 21, the provinces of Tuyen Quang, Cao Bang, Bac Ninh and Lang Son had moderate to heavy rain, and some places had very heavy rain. In particular, Son Dong commune had a measured rainfall of 116.8mm. Soil moisture in some areas of the above provinces was nearly saturated (over 85%) or reached a saturated state, with a high risk of landslides.
Ensuring the safety of people's lives
Faced with the complicated and urgent flood situation, local authorities at all levels quickly took action, proactively informing people through media channels, and at the same time supporting people living along rivers, streams and in dangerous areas to temporarily evacuate to safety.
For example, in Yen Dinh commune, from early morning, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue urgently directed local forces to support people to move to higher places to avoid flooding. At flooded underground points, local authorities placed barriers and fences and assigned people to be on duty, determined not to let people pass through dangerous areas.

The authorities were mobilized, coordinating with military officers, police and local forces to use excavators, cranes, hand saws, etc. to level rocks and soil, cut down fallen trees blocking the road, and ensure traffic flow. Thanks to the urgent and synchronous intervention, in just a short time, traffic through the area was basically cleared.
Records in Tay Yen Tu commune show that the Commune Steering Committee for Natural Disaster Prevention, Control and Search and Rescue has demonstrated a proactive and determined spirit in directing, synchronously and urgently implementing response measures and overcoming consequences.
From 4:00 a.m. on August 21, 2025, the Standing Committee of the Party Committee and members of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the commune were present at all villages and key points at risk of landslides and traffic jams to directly direct prevention and recovery work. Organized 24/7 on-duty, ensuring smooth information and timely response.
In other communes and wards in the province, inspection and review work has been comprehensively deployed at dike works, dams, pumping stations, aquaculture areas and agricultural production areas. Areas at risk of flooding and landslides have proactive response measures. Currently, localities continue to direct the overcoming of consequences, restoration of production and stabilization of people's lives. At the same time, complete statistics on support needs such as domestic water, food, medicine, disinfectants and other essential goods are conducted to propose distribution. Environmental sanitation and disinfection work must be strictly implemented to prevent epidemics and ensure clean water sources for the community; detailed statistics on damage caused by heavy rains are compiled, thereby carefully reviewing subjects belonging to poor and near-poor households, policy families and households in difficult circumstances to propose support after natural disasters.
Closely monitor weather developments and respond promptly
In fact, many people, upon hearing about the flood in the upstream, proactively prepared plans to escape the flood. Living near the Luc Nam River, Mrs. Truong Thi Soi, Thu Duong village, Nam Duong commune, saw the river water rising rapidly and the water swirling and turning muddy, so she mobilized her relatives to quickly clean up the bamboo mats used to dry noodles. People in the village helped noodle producers and traders move their belongings, assets, and supplies to higher places to avoid flooding.

In order to promptly grasp the situation and direct the response to floods, on August 21, comrade Phan The Tuan, Vice Chairman of the Provincial People's Committee, directly inspected the communes of Yen Dinh, Tuan Dao and Chu Ward. Inspecting the scene, comrade Phan The Tuan acknowledged and highly appreciated the proactive and drastic spirit of the Party Committee and the authorities of the commune and ward in implementing measures to overcome the consequences of natural disasters. By 5 p.m. on August 21, the rain had stopped, and local authorities mobilized forces to help people clean up their homes. However, some places still had to cut off electricity to ensure safety; some places had disrupted communications.

Bac Ninh Provincial Hydrometeorological Station forecasts that from the afternoon of August 21 to August 22, flood water levels on Thuong River, Cau River, and Luc Nam River will continue to rise; there is a risk of flash floods and landslides, especially in some riverside communes. To ensure the safety of the dike system and proactively respond to floods, the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue recommends that localities inspect, review and deploy dike protection plans; protect vulnerable dike sections, locations where incidents have occurred but have not been handled or repaired, and unfinished dike works to ensure safety.
Strengthen inspection work on dike routes, strictly carry out patrolling and guarding work to protect dikes during the rainy and flood season; prepare human resources, materials, means and equipment to protect dikes; at the same time, inspect the actual preparation work and proactively respond to incidents and situations that may occur according to the "4 on-site" motto, ensuring safety for dike routes.

At the same time, it is recommended that communes and wards affected by flooding increase warnings of the impact of flash floods, landslides, and land subsidence caused by heavy rain or water flow to local residents.
