Hoa Phat hot rolled steel coil officially not subject to anti-dumping tax by India

Hoa Phat HRC steel exported to India is not subject to anti-dumping tax due to the dumping margin in the range of 0-10%. Other Vietnamese enterprises are determined to have a dumping margin of 20-30%, and are subject to a tax of 121.5 USD/ton. It is recommended to impose anti-dumping tax for a period of 5 years.

The fact that the Group's HRC is not subject to tax creates a good competitive advantage for Hoa Phat's products in the Indian market. In particular, downstream enterprises using Hoa Phat's HRC can confidently export to India without facing barriers regarding origin or trade defense tax.

The above results reflect Hoa Phat's internal capacity and international legal experience and the maturity of Vietnamese enterprises in adapting and meeting the strict standards of the global market.

Hoa Phat's success is due to optimizing costs at all stages of production, from input materials to finished products, improving product quality, ensuring international standards at reasonable prices. Hoa Phat's accounting system is clear and transparent, ensuring the retrieval of complete and accurate reference data. During the investigation, Hoa Phat cooperated closely and proactively provided full data and relevant information to the Indian investigation agency.

On August 14, 2024, the Directorate General of Trade Remedies of India (DGTR) initiated an anti-dumping investigation (ADI) on hot-rolled steel coils originating or exported from Vietnam. The investigated products: alloy or non-alloy hot-rolled steel coils; uncoated, plated or coated, with a thickness of up to 25 mm and a width of up to 2100 mm under the HS codes: 7208; 7211; 7225; 7226. The investigated products do not include hot-rolled stainless steel coils. Anti-dumping investigation period: from January 1, 2023 to March 31, 2024. Injury investigation period: from April 2020 to March 2024.

Hoa Phat Group is the largest steel producer in Vietnam and Southeast Asia. From the end of 2025, the Group's steel design capacity will reach 16 million tons/year, focusing mainly on hot-rolled coil steel and high-quality steel for the mechanical engineering industry. Hoa Phat holds the No. 1 market share in the domestic market and has exported many different types of steel to 40 countries and territories.

Hoa Phat will complete blast furnace No. 6, part of phase 2 of the Hoa Phat Dung Quat 2 Iron and Steel Complex project, in September 2025. After completion, the Group's total steel output will reach a total of 16 million tons/year, including 9 million tons of hot-rolled coil steel, meeting 100% of the demand for this product in the Vietnamese market.
