At the working session, on behalf of the provincial National Assembly delegation, Mr. Tran Nhat Minh - National Assembly Deputy in charge provided basic information on the process of building the Law on Defense Industry , Security and Industrial Mobilization. Accordingly, the Law was discussed at the 6th session of the 15th National Assembly and received 102 comments; The Standing Committee of the National Defense and Security Committee chaired 6 surveys and 3 discussions.
The Draft Law includes 7 chapters and 81 articles, along with general provisions, also detailing the contents of the national defense and security industry; planning of the national defense and security industry; management of national defense and security production activities, resources for the national defense and security industry; development of dual-use national defense and security industry; organization and operation of the national defense industry; national defense complexes; preparation and practice of industrial mobilization, etc.
Next, representatives of the Provincial Military Command and the Provincial Border Guard Command basically agreed with the draft law. Based on reports from enterprises participating in the defense industry in the area, currently, enterprises are converting their management models and changing their production and business tasks, so the requirement to add the task of national defense mobilization leads to some difficulties and requires additional support policies for enterprises...
Also at the conference, representatives of enterprises such as Phu Quy 250 Mechanical and Construction Joint Stock Company and Hoa Sen Steel One Member Co. , Ltd. spoke highly of the significance of this draft law for building national defense and protecting the country. However, at present, due to equitization or requirements for production and business tasks, it is necessary to pay attention when assigning tasks to units. In reality, currently, the invested equipment is outdated and must be switched to producing other products according to market mechanisms, so it is difficult for enterprises to directly participate in performing defense industry tasks as before.
Departments and branches also suggested revising the provisions to match the spirit of the new draft law; proposed to separate the content of the independent defense industry from the security industry, because these are two different fields; further clarify the concepts of defense complexes, weapons complexes or development of dual-use defense and security industries; proposed to clarify that businesses trading, exporting and importing products and equipment, including products related to defense and security, must have legal status; cases that are given priority when participating in defense science and technology research, industrial mobilization, etc.
At the end of the working session, delegate Tran Nhat Minh, representing the provincial National Assembly delegation, respectfully accepted 9 comments from representatives of provincial departments, agencies and businesses on the draft law. Based on the synthesis, the delegation will report comments to the Drafting Committee to submit to the National Assembly Standing Committee for comments at the next session./.
