In addition to regular schooling, most parents want their children to attend extra classes inside and outside of school to improve their knowledge. However, according to Circular 29/2024, only 3 groups of students are allowed to attend extra classes in school.
Specifically, Article 5 of Circular 29/2024 stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes by subject as follows:
- Students whose final semester subject results are unsatisfactory;
- Students are selected by the school to nurture excellent students;
- Senior students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.

At the same time, the arrangement of classes, timetables and organization of extra teaching and learning in schools must ensure the following requirements:
- Extra classes are arranged by subject for each grade, each class has no more than 45 students;
- Do not arrange extra teaching hours to alternate with the timetable and do not teach extra content in advance compared to teaching according to the subject program distribution in the school's education plan;
- Each subject is not allowed to have more than 2 extra classes per week.
Schools also need to note that the plan for organizing extra teaching and learning is made public on the school's website or posted at the school.
Tuition fees on and off school
Circular 29/2024 on extra teaching and learning issued by the Ministry of Education and Training stipulates the following tuition fees:
- Funding for organizing extra teaching and learning in schools uses the State budget and other legal funding sources according to the provisions of law;
- The level of tuition for extra-curricular study outside of school is agreed upon between the student's parents, the student and the tutoring facility;
- The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, taxes and other relevant regulations.
Based on the above regulations, the fee for extra-curricular tutoring outside of school is collected based on the agreement between parents, students and tutoring facilities and there are no regulations on the maximum or minimum fee for extra-curricular tutoring outside of school.
At the same time, students participating in extra classes at school do not have to pay fees as previously stipulated in Circular 17/2012.
