From the "last place" in terms of construction volume, the section passing through the province has now regained progress, catching up with the construction pace compared to component projects passing through other provinces and cities.

Increased construction volume by more than 36% in nearly 1 year
The Ring Road 3 - Ho Chi Minh City project has a total length of 76km, passing through 3 provinces and cities: Dong Nai , Tay Ninh and Ho Chi Minh City. This is an important traffic route connecting the Southeast region.

Regarding construction work, the Ring Road 3 Project - Ho Chi Minh City is divided into 4 component projects, including: Component Project 1, the section through Ho Chi Minh City, with the People's Committee of Ho Chi Minh City as the managing agency; Component Project 3, the section through Dong Nai province, with the People's Committee of Dong Nai province as the managing agency; Component Project 5, passing through the former Binh Duong province, now Ho Chi Minh City, with the People's Committee of the former Binh Duong province, now Ho Chi Minh City, as the managing agency; and Component Project 7, passing through the former Long An province, now Tay Ninh province, with the People's Committee of the former Long An province, now Tay Ninh province, as the managing agency.
The Ring Road 3 - Ho Chi Minh City Project, the section passing through Dong Nai province (Component Project 3) is over 11km long (excluding Component Project 1A). Component Project 3 was started in June 2023, simultaneously with other component projects of the Ring Road 3 - Ho Chi Minh City Project.
During the first year, the progress of Component 3 Project was always delayed due to land clearance problems. Therefore, during this time, the construction volume of Component 3 Project was always at the bottom of the list compared to the remaining component projects.

Specifically, by September 2024, while the construction volume of Component Project 7 reached 45%; Component Project 1 reached 16%; Component Project 5 reached 13%, Component Project 3 only reached 6%.
Facing the risk of being left behind in construction progress, the Provincial People's Committee has resolutely directed the old Nhon Trach district to accelerate site clearance. At the same time, it has directed the Provincial Construction Investment Project Management Board to resolutely urge contractors to speed up construction to make up for the progress. Therefore, in nearly a year, the construction volume of Component 3 Project has made a breakthrough.
In report No. 5578/BQLDAGT-VĐ3 (dated August 6, 2025) of the Ho Chi Minh City Traffic Construction Investment Project Management Board sent to the Vietnam Road Administration (Ministry of Construction), it shows that by the end of July 2025, the construction volume of Component 3 Project had reached 42.6%, an increase of more than 36% in nearly 1 year.
With the completed construction volume, currently, the progress of Component Project 3 has basically caught up with the remaining component projects. Specifically, at the same time, the construction volume of Component Project 1 reached 49.8%; Component Project 5 reached 42.4%; Component Project 7 reached 75.7%.
Technical traffic opening before December 19, 2025
Component Project 3, Ring Road 3 Project - Ho Chi Minh City and Component Project 1, Bien Hoa - Vung Tau Expressway Project are 2 projects that the Provincial People's Committee aims to complete technical traffic before December 19, 2025 as required by the Prime Minister.

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: For Project Component 3, Ring Road 3 - Ho Chi Minh City Project, currently, the construction site has been handed over 100%. Therefore, the Provincial People's Committee has also directed functional agencies and investors to urge contractors to mobilize more machinery, equipment, and human resources to speed up construction in the spirit of "3 shifts, 4 teams", "working day and night" to complete the technical traffic opening as required.
According to Mr. Nguyen Linh, Deputy Director of the Dong Nai Province Construction Investment Project Management Board - the unit assigned as the project investor, the advantage of the current Component 3 Project is that the contractors have basically completed the roadbed embankment. Therefore, the next construction process is less affected by weather conditions.
To ensure the technical progress of the project, the Dong Nai Province Construction Investment Project Management Board has also requested contractors to work overtime and gather enough materials, especially construction stone, to the construction site to speed up the construction progress.
In early August 2025, the Provincial Party Committee member and Vice Chairman of the Dong Nai Provincial People's Committee, Ho Van Ha, also requested the Dong Nai Provincial Construction Investment Project Management Board to complete the relocation of 8 high-voltage power poles in the project area in August to speed up the construction progress. At the same time, the authorities will allocate additional construction stone volumes to meet the project's construction needs.
