According to the provisions of Article 31, Decree 119/2024/ND-CP of the Government on electronic payment for road traffic, the rights and obligations of vehicle owners are stipulated as follows: Coordinate with the road use fee payment service provider to convert the existing toll collection account according to Decision No. 19/2020 of the Prime Minister to a traffic account and connect non-cash payment means with the traffic account before October 1, 2025.
Vehicle owners and toll service providers are allowed a period of 1 year (from October 1, 2024 to October 1, 2025) to convert toll collection accounts to traffic accounts connecting cashless payment means.
Thus, before October 1, 2025, car owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means. If not, the vehicle will not be able to pass through the non-stop electronic toll collection station.
Many people still do not know how to switch to a transportation account.
What is a traffic account?
According to the Law on Road Traffic Order and Safety 2024, electronic payment for road traffic is the payment of fees, prices, and service charges related to traffic activities of road vehicles through traffic accounts.
A traffic account is an account opened for road vehicle owners and connected to a legal means of payment to make non-cash payments in accordance with banking laws.
Similarities and differences between transport accounts and ePass/VETC wallets
Traffic accounts or VETC wallets, ePass all have in common that they are used to pay for traffic-related services, such as road tolls, parking fees, helping the payment process to be faster, more convenient and faster, without using cash.
However, there is one difference between these two forms that car users need to understand so that from October 1, their cars can pass through toll stations. That is the difference in payment methods.
For using VETC or ePass as before, users must top up via e-wallet ( Viettel Money, VETC, MoMo...) or use bank account/card to top up, at each toll station, money will be automatically deducted.
Vehicle owners can switch to a traffic account on the VETC and ePass applications with their citizen ID and bank account.
As for the traffic account, it is not an account that contains money but only contains information to identify the payer and the amount to be paid. With the traffic account, there is no way to directly deposit money into the account, but the car owner needs to connect to a bank card, bank account, or e-wallet, ensuring enough minimum balance to be able to pay traffic fees.
In case the amount of money in the payment method connected to the traffic account is not enough to make payment for road use on the highway, the vehicle is not allowed to pass through the toll station on the highway.
In case the amount of money in the payment method connected to the traffic account is not enough to make the payment for road use, the vehicle must use the mixed toll lane at the toll station on the national highway.
In case the amount of money in the payment method connected to the traffic account is not enough to make electronic payment for road traffic, except for the above two cases, other forms of payment shall be made at the collection point.
Road toll payment service providers directly use the traffic accounts they manage to make electronic road traffic payments for services provided by the road toll payment service providers.
