Pa Thien and Voi Mep are the names of high mountain peaks in the Bac Huong Hoa Nature Reserve managed by the Provincial Special-use Forest Management Board under the Department of Agriculture and Environment, of which Voi Mep is over 1,700 m high. In 2023, the Bac Huong Hoa Nature Reserve Management Board (now the Provincial Special-use Forest Management Board) deployed the development of an eco-tourism and resort project in the Bac Huong Hoa Nature Reserve.
The project identifies priority eco-tourism routes for development, including: Trekking route to conquer Pa Thien - Voi Mep peak; Sa Mu peak experience tour; Tria cave exploration and langur viewing tour; Se Pang Hieng river experience and discovery tour.
Currently, the management board cannot officially implement ecotourism activities because the sustainable forest management plan for Bac Huong Hoa Nature Reserve approved by the Provincial People's Committee does not include this content and needs to be adjusted before implementation.
In 2024, the Management Board of Bac Huong Hoa Nature Reserve submitted and was approved by the Provincial People's Committee for the task outline - budget estimate to adjust the sustainable forest management plan, but due to late funding allocation, the board requested to adjust the implementation to be completed in 2025.
In the current context, the testing of tourism products will provide important premises as a basis for the Provincial Special-use Forest Management Board and SAMUER Company Limited to build a joint venture mechanism, rent forest environments to exploit eco-tourism products, promote promotional activities to tourists, attract investors and initially create revenue for the board, solve jobs for the locality. In particular, create new tourism products in Huong Hoa district and diversify Quang Tri tourism products.
Along with the proposal to the Provincial People's Committee to allow the experimental exploitation of the eco-tourism product "Trekking Pa Thien - Voi Mep peak", the Department of Agriculture and Environment also requires SAMUER Company Limited during the pilot implementation to have solutions to ensure absolute safety for tourists as well as service staff; comply with the provisions of the law on forestry, environmental protection, natural resource protection and other relevant regulations.
