The provincial Social Insurance and local Social Insurance in the province always diversify their reception channels to reduce time and travel costs for people and businesses; regularly review, cut down, simplify administrative procedures, perfect the management process for payment of social insurance and unemployment insurance regimes; improve service quality, taking people, organizations and businesses as the center of service.
The sector promotes and promotes the implementation of electronic transactions. In the first 6 months of 2025, 107,431/121,804 records (88.2%) were received via electronic transactions. This contributes to reducing congestion at public administrative service centers, shortening processing time, and increasing the efficiency of managing social insurance and health insurance records...
Along with electronic reception, the provincial Social Insurance has completed the implementation of level 4 online public services for all 25/25 administrative procedures under its authority; at the same time, it has integrated and connected with the National Public Service Portal. The whole province currently has 1,275,269 people (99.6%) participating in social insurance and health insurance, synchronized with the National Population Database. This helps people and businesses to look up, submit documents, receive results and monitor the progress of settlement conveniently, anytime, anywhere, even in remote areas of the province without having to go there. In the first 7 months of 2025, the rate of returning documents via postal services of the provincial Social Insurance reached 78%.
To make it easier for people to access voluntary social insurance and voluntary health insurance services, the provincial Social Insurance closely coordinates with the provincial Post Office to mobilize people, go to their homes to guide them in implementing and completing participation procedures. Thereby contributing to increasing the rate of people participating in social insurance and health insurance. In the first 6 months of 2025, the whole province had 309,000 people participating in social insurance, an increase of 15,151 people compared to the same period in 2024, accounting for 48.36% of the working-age labor force; of which 40,000 people participated in voluntary social insurance. Notably, the whole province had 1,342,300 people participating in health insurance, an increase of 7,138 people compared to the end of 2024, bringing the health insurance coverage rate to 95.71% of the population.
One of the notable points is the VssID application and the promotion of cashless payments. The provincial Social Insurance always actively promotes and guides people to install and use VssID (a digital channel to look up social insurance, health insurance information, payment history, and electronic documents).
To facilitate the payment of pensions and social insurance benefits to beneficiaries, the provincial Social Insurance actively coordinates with the commercial banking system in the province to promote propaganda and mobilize people to register and receive pensions and social insurance benefits via ATM cards. This not only brings convenience to beneficiaries, but also contributes to promoting digital transformation, ensuring rights, safety and information security for people, and improving the effectiveness of social security work.
Since the beginning of the year, the provincial Social Insurance has issued a plan to implement the Cashless Project in 2025; assigned targets for propaganda and mobilization of people receiving social insurance, health insurance, and unemployment insurance benefits through non-cash payment methods. By the end of June 2025, a total of 129,720/146,607 people received social insurance and unemployment insurance benefits via ATM cards, reaching a rate of 88%.
By continuing to improve processes, strengthen inter-sectoral cooperation, and invest in community digital skills, the provincial Social Security has brought social security services closer to all people.
