This is a project under component 2 of upgrading facilities of units under the Department of Education and Training of Quang Tri province in Dakrong and Huong Hoa districts. Component 2 has a total investment of 27.7 billion VND from public investment capital for the period 2021-2025. Of which, package 10 was won by Dai Hong Construction Investment Joint Stock Company (Ward 5, Dong Ha City) with a value of 7.1 billion VND.

According to the construction contract signed in December 2022 between the Quang Tri Provincial Construction Investment Project Management Board and Dai Hong Construction Investment Joint Stock Company, package No. 10 has a implementation period of 360 days. The above package was handed over on December 19, 2022. The completion time after being extended is December 31, 2024.

However, up to now, the deadline has passed but the contractor has only completed about 40% of the contract value. Although the Quang Tri Provincial Construction Investment Project Management Board has repeatedly reminded the contractor in writing, the contractor's construction progress is very slow.

The contractor had committed to mobilizing human resources to organize construction until December 31, 2024 to complete the entire project. However, up to now, the contractor has not fulfilled its commitment, leading to failure to complete the contract implementation period. This contractor also submitted a request to extend the contract implementation period until May 31, 2025, but the reasons given were unreasonable and were not approved.

According to Mr. Hieu, the Quang Tri Provincial Investment and Construction Project Management Board has repeatedly reminded the contractor to complete the construction on schedule, but due to weak capacity and finance, the contractor has not been able to do so. After the Quang Tri Provincial People's Committee approves the termination of the contract, the Quang Tri Provincial Investment and Construction Project Management Board will pay the contractor for the completed volume; at the same time, prepare bidding documents to continue the construction of the remaining volume, completing the project.

Mr. Nguyen Tuu, Principal of A Tuc High School, said: "The project's delay greatly affects the teaching and learning of the school. The practical teaching equipment has been purchased but there is no place to teach it, so it has to be stored in the warehouse, only teaching theory.

The school yard, the place where physical education and national defense education are taught to students, has also been handed over to the construction unit for construction, making teaching and learning difficult. The project is behind schedule, sometimes stopped, and is now in a shabby state, with a risk of being unsafe. The school hopes that the investor will find a new, capable contractor to quickly construct so that the school has a safe place to teach and learn.
