Worry every rainy season

Selling groceries right at km3+937 of DT.586 in Thuan 2 village, Lia commune (formerly Thuan commune), Mr. Nguyen Minh Quan's family always lives in anxiety every time there is prolonged heavy rain. Because the culvert on DT.586 in front of his house will be flooded very quickly, the flood water from upstream flows strongly and rapidly, forcing people to not be able to pass through.

His family business was also affected because there was no way to get to the center to get goods. Since the flood bridge was built, Mr. Quan's family and the villagers were very excited because they would no longer be isolated, "no one in or out" during floods.

“The investment in building a flood bridge to ensure convenient traffic for people is very correct and timely. However, there are times when the bridge construction is interrupted. The completion deadline is approaching but the actual progress of the bridge construction is still slow. So whenever it rains, vehicles passing through the road temporarily encounter many obstacles. We really hope and hope that the contractor will speed up the construction and soon complete the bridge so that people can travel more easily and safely,” Mr. Quan hopes.

DT.586 currently has many overflows that are frequently flooded, causing isolation during the rainy season, especially at km3+937 and km12+771, the section passing through Lia commune. To ensure safe and smooth traffic, Quang Tri province decided to invest in building 2 overpasses at the above 2 locations.

According to the plan, the project will be completed and put into use in October 2025. Although the completion deadline is only 2 months, according to the reporter's record on August 8, in addition to the construction of 2 bridges, there are many other items that have not been completed such as the access roads to the 2 ends of the bridge, the slope...

As a regular traveler on route DT.586, Mr. Ho Van Tai, residing in A Sau village, Lia commune, was upset. Just one day of heavy rain would cause the culverts to be deeply flooded, making it impossible for vehicles to pass. Authorities had to increase checkpoints and warnings. If there was an emergency and he wanted to go to the center, it would be very difficult. The progress of the bridge construction was too slow, so we were very impatient.

Urgently speed up progress

The project to build overpass bridges on Highway 586 through Lia and A Doi communes was started in August 2024, with a total investment of VND 26.8 billion. To date, the bridge construction has been basically completed with the volume reaching nearly 50% of the contract value.

Chairman of Lia Commune People's Committee Tran Dinh Dung said that DT.586 is the only road leading to the center of Lia and A Doi communes. During the rainy season, the spillway on the route is flooded, partially cut off, making it very difficult for people, officials, medical staff, and teachers to travel.

Therefore, the investment in the construction of these two overpasses is of great significance to the socio -economic development of the locality. However, if the construction is not accelerated soon, it will greatly affect the travel of the people, especially in the upcoming rainy season. We have also requested the contractor to concentrate machinery, speed up the progress, and soon complete the two bridges mentioned above.

Recently, the People's Committee of Quang Tri province issued a document conveying the direction of the Chairman of the Provincial People's Committee, requesting to urgently complete the project of building a flood-proof bridge on route DT.586. Accordingly, the Department of Finance urgently balanced and advised the Provincial People's Committee to arrange sufficient capital to implement the project, ensuring no delay, affecting the overall progress of the project.

Based on the allocated capital, the Department of Construction directed construction units to focus on human resources, materials, and equipment to speed up construction work according to the motto "3 shifts, 4 shifts"; resolutely and strictly handle contractors who do not meet the progress requirements. At the same time, arrange staff to regularly monitor the site, inspect, urge, and promptly handle arising problems to ensure the progress and quality of the project.

In addition, the People's Committee of Lia commune urgently completed the site clearance work; coordinated with the investor in the process of implementing the project, ensuring security and order and creating favorable conditions to complete the project in 2025.

Speaking to reporters, Director of the Traffic Maintenance Management Board, Department of Construction of the province Hoang Anh Quang said that due to difficulties in capital sources, the construction volume has been completed at more than 7 billion VND but there is no payment capital, so the items have not met the required progress.

In addition, the erratic weather conditions in the mountainous area have also affected the progress. However, immediately after that, following the direction of the Chairman of the Provincial People's Committee on additional funding for this project, the unit directed contractors to focus on human resources and machinery to speed up construction. Currently, at the construction site, overpasses, machinery, vehicles and materials have been gathered, the unit is making efforts to construct, striving to complete the project on schedule in October 2025.
