The economy has gone through more than 7 months of the year with many bright and positive points. Production, business activities, and growth of industries and sectors are always higher in the following month than the previous month. However, it is forecasted that in the last months of 2025 and the coming time, besides opportunities and advantages, the economy will still have limitations, difficulties, and challenges.

The economy has gone through more than 7 months of the year with many bright and positive points. Production, business activities, and growth of industries and sectors are always higher in the following month than the previous month. However, it is forecasted that in the last months of 2025 and the coming time, besides opportunities and advantages, the economy will still have limitations, difficulties, and challenges.

Continue to remove obstacles in the operation of local governments at two levels; Analyze lessons learned from the beginning of the year and the past 5 years to continue promoting and proposing solutions to accelerate, break through, and achieve the growth target for the whole year of 2025 from 8.3-8.5%, creating a favorable foundation for growth in 2026 to reach 10% or more - as directed by the Prime Minister - continuously in recent meetings as well as related directives and dispatches.

The economy has gone through more than 7 months of the year with many bright and positive points. Production, business activities, and growth of industries and sectors are always higher month after month than the previous month. The industrial production index for the first 7 months of this year compared to the same period last year increased in all 34 localities.

Record export: For the first time, it exceeded the 42 billion USD mark last month. The number of newly established and resuming businesses is much higher than the number of businesses withdrawing from the market. In the face of the news that the US imposed a 20% reciprocal tax, although it is still a challenge, instead of being passive, many businesses have proactively adapted to the new situation with response scenarios, improving competitiveness... All of these show positive signs and a positive momentum towards the set growth target.

However, it is forecasted that in the last months of 2025 and the coming time, besides opportunities and advantages, the economy still has limitations, difficulties and challenges intertwined with more difficulties and challenges both internally and externally of the economy, natural disasters, epidemics and unfavorable impacts from the outside.

To ensure the implementation of the GDP growth target of 8.3-8.5% for the whole year of 2025, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, since the beginning of the year, and right in the first half of this August, not only directly inspecting and urging at construction sites and factories, working with the private business community, state-owned enterprises and holding online conferences with localities, the Government and the Prime Minister have continuously issued Resolutions, Official Dispatches, directives, and requests to focus on implementing the proposed major groups of solutions.

At the Resolution of the regular Government meeting in July 2025, the Government emphasized 10 major groups of solutions, focusing on all traditional growth pillars as well as new growth drivers; Requiring "effective implementation of the Politburo's Resolutions" on science and technology, innovation, national digital transformation; international integration; law making and enforcement; (and) private economic development.

Many specific instructions have been given, such as: “Credit institutions continue to strive to reduce lending interest rates; direct credit to production and business sectors, priority sectors, and growth drivers”. Or, in the Official Dispatch on promoting the implementation of a number of tasks and solutions to achieve the economic growth target in 2025 (dated August 12), the Prime Minister directed to “focus on thoroughly handling long-standing power projects in August”.

Even in great detail - the Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Agriculture and Environment and localities: "Closely monitor developments in the world rice market, adjustments in rice import and export policies of countries, grasp the demand for rice imports in markets with much room to provide information to localities and businesses and promptly have solutions on production and export in accordance with market developments".

In the Government Office's announcement on August 13 regarding the Prime Minister's Conclusion at the First Session of the National Steering Committee for the Implementation of Resolution No. 68-NQ/TW of the Politburo on Private Economic Development - very decisively - the Prime Minister emphasized that it is necessary to "continue to promote and resolve institutional bottlenecks, turning institutions into competitive advantages"; Continue to cut administrative procedures related to production and business; promote the implementation of policies and solutions to support small and medium-sized enterprises, business households in terms of taxes, tax procedures, and tax connections to promote business households to become enterprises, so that small enterprises become large enterprises, large enterprises become larger enterprises...

The remaining problem is how to effectively implement existing solutions?! How can relevant organizations and individuals carry out tasks and solutions in the spirit of "6 clear" that the head of the Government has repeatedly emphasized, which are: clear people, clear work, clear responsibilities, clear time, clear products, clear authority.

Only by implementing the tasks and solutions set out in the Resolutions in a more synchronous, comprehensive, effective and urgent manner can we accelerate the promotion of all growth pillars, realize the GDP growth target of 8.3-8.5% this year, and create momentum for "double-digit" growth next year.
