Tighten state management of land

QTO - Recently, the Department of Agriculture and Environment (DARD) has implemented many solutions to strengthen state management of land, thereby contributing to meeting the socio-economic development goals of the province.

Deputy Director of the Department of Agriculture and Environment Vo Quoc Hoang said that in the first 7 months of 2025, the department has completed consulting and appraising to submit to the Provincial People's Committee for approval of the adjustment of the Land Use Plan to 2030 at the district level, the 2025 land use plan at the district level; advised the Provincial People's Committee to register the province's land use indicators to report to the Ministry of Agriculture and Environment for synthesis, submit to the Government to submit to the National Assembly for adjustment of the national land use plan; focused on developing legal documents to ensure the implementation of the 2024 Land Law; deployed the development of land price lists, specific land prices to calculate land rents, land use fees of investment projects in the province in accordance with regulations. In particular, the unit has focused on consulting and directing the implementation of regulations on delimitation, decentralization, and delegation of authority in the land sector when implementing 2-level local government and after the merger of the province.

The Department has focused on speeding up the process of land registration procedures, granting certificates of land use rights and ownership of assets attached to land. Since the beginning of the year, the unit has received and processed 69,122 land records, including 584 records of organizations and 68,538 records of households and individuals. The unit has also provided land information from cadastral records for 6,404 cases; completed and handed over 17,909 survey records for registration and certificate issuance.

Land acquisition, compensation, support and resettlement when the State acquires land have been implemented resolutely. Key projects and works in the province have been handed over on schedule.

“The Department of Agriculture and Environment has decided to dispatch 48 civil servants and public employees with good capacity, qualifications and moral qualities to communes and wards for 3 months. At the same time, a professional guidance team led by the Deputy Director of the Department, with members being heads of departments and units under the Department, will be established to support timely resolution of professional problems in the field of agriculture and environment at the grassroots level,” said Deputy Director of the Department of Agriculture and Environment Vo Quoc Hoang.

In addition, the Department of Agriculture and Environment has coordinated with departments, branches, localities and investors to promptly provide guidance to remove difficulties and obstacles in the process of site clearance. For cases beyond the authority of the locality, the Department of Agriculture and Environment has coordinated with departments, branches and based on regulations to report and advise the Provincial People's Committee to handle and resolve.

However, in addition to the achieved results, the state management of land in the province still faces many difficulties. The work of granting land use right certificates to households and individuals at the People's Committees at the commune level and the land registration office, although reaching a large number, still has local delays. Violations of land law, petitions, complaints, denunciations, and land disputes still occur in some localities...

In the coming time, the Department of Agriculture and Environment will continue to review, develop and advise the Provincial People's Committee to issue legal documents detailing the implementation of the 2024 Land Law; guide localities to carry out land procedures according to the decentralization of local authorities at 2 levels; review and unify the system of legal documents to ensure smoothness, harmony and compliance with legal regulations; review and advise the Provincial People's Committee to approve the project to develop a land price list in Quang Tri province, applicable from January 1, 2026.

At the same time, the department focuses on reviewing and checking the progress of projects and works that have been allocated land and leased land; resolutely advising on land recovery for projects that violate legal regulations; unifying the selection of application software to build, manage and operate land databases, ensuring connection and sharing with other specialized databases and integration with the national land database.
