According to forecasts, from the night of August 24 to the end of August 27, in the area from Thanh Hoa to Hue, there will be heavy rain, with common rainfall of 200-300mm, in some places over 600mm, rivers from Thanh Hoa to Quang Tri will have floods, with the risk of flash floods, landslides and inundation in low-lying areas, riverbanks, and urban areas.
At the meeting, the delegation heard a quick report on the weather situation, disaster prevention and control plans, search and rescue, combat readiness, logistics and technical support, and mobilization of forces and means when situations arise.

Major General Hoang Duy Chien - Deputy Commander of Military Region 4 highly appreciated the initiative of the Nghe An Provincial Military Command in developing storm response plans, especially the coordination with local authorities, police, border guards and militia to deploy synchronous and timely solutions.
The working group requested units to continue to closely monitor the storm's developments, maintain strict 100% military duty, and prepare equipment and techniques; coordinate with local authorities to inspect and review vulnerable areas, especially areas at risk of landslides and flooding; develop specific plans and closely coordinate with local authorities to call on ships to take shelter in safe areas.

At the same time, propagate to people to proactively reinforce houses and protect property; agencies and units proactively inspect and reinforce warehouse systems and barracks, ensure safety of facilities and maintain smooth communication; be ready to mobilize to key and vulnerable areas to minimize damage caused by natural disasters.
This inspection aims to ensure that all preparations for storm No. 5 in Nghe An are carried out as planned, effectively and in line with reality.

In response to the storm, the Nghe An Border Guard Command has directed units to synchronously deploy response measures: notify and guide 301 vehicles/1,208 workers operating at sea to move to safe anchorage; organize to reinforce houses, aquaculture cages and evacuate people ashore before the storm makes landfall.
By 10:00 a.m. on August 23, the whole province had 2,501 vehicles/10,638 workers anchored at the port; 415 vehicles/2,599 workers still operating at sea were all in contact and had a firm grasp of information about the storm, no ships were in the danger zone.
Nghe An Border Guard has mobilized 500 officers and soldiers along with 3 ships, 8 boats and 30 cars ready to perform rescue missions.
In addition to storm prevention tasks, Border Guard units also actively participate in local support activities. On August 22-23, officers and soldiers of Quynh Phuong Border Guard Station coordinated with union members, youths and parents in the area to clean up school grounds, clear bushes, repair tables and chairs, drainage systems, and support corrugated iron roofs... to ensure safety before the storm season and prepare well for the new school year 2025-2026.
Nghe An Border Guard proposed that the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention advise the Provincial People's Committee to soon issue a sea ban from 5:00 a.m. on August 24, 2025; at the same time, direct Nghe An Maritime Port Authority to guide transport vessels at the port to safe shelters. The Provincial Border Guard Command continues to closely monitor the situation, report and ask for instructions from superiors to respond promptly.
