According to the report of Deputy Director of the Department of Agriculture and Environment Tran Trong Toan, the whole province currently generates more than 2.6 thousand tons of household waste per day, of which about 79% is collected and treated according to regulations. The remaining untreated part is stored at factories and temporary landfills in Binh Phuoc province (old). There are currently 2 unit prices for household waste collection and transportation services, according to Decision No. 03/2024/QD-UBND dated January 10, 2024 of Dong Nai province (old) and Decision No. 2155/QD-UBND dated October 16, 2019 of Binh Phuoc province (old).
According to the Department of Agriculture and Environment, there are still many temporary landfills in Binh Phuoc province (old); in Dong Nai province (old), there are 3 garbage receiving points and some transfer stations with backlogs of garbage. Currently, there are 2 waste treatment facilities at risk of exceeding capacity. After the administrative boundary merger, some transfer stations are shared by many localities, causing difficulties in management.

Faced with this situation, the Department of Agriculture and Environment recommends that the Provincial People's Committee: Direct wards and communes to proactively manage domestic waste in the locality; confirm the volume of waste generated from July 1, 2024 as a basis for payment. Assign each locality to arrange at least 1 domestic waste transfer station that meets construction and environmental regulations. 40 communes and wards in the old Binh Phuoc area review and sign contracts for waste collection, transportation, and treatment with competent units; at the same time, have a plan to handle remaining waste to avoid causing pollution. Wards and communes across the province should increase propaganda and mobilize people to classify waste at source to reduce the volume of waste to be treated.
The Department also recommended that the province assign the companies: Tai Tien Trading Joint Stock Company, Phuc Thien Long Trading and Service Joint Stock Company, Cu Lao Xanh LLC... to urgently develop plans and participate in signing contracts to treat domestic waste for localities.
The Department of Agriculture and Environment will soon advise the Provincial People's Committee to issue economic and technical norms for waste collection, transportation and treatment; complete the draft resolution to submit to the Provincial People's Council to issue regulations on decentralization of spending tasks for environmental protection. At the same time, continue to closely manage and monitor waste treatment activities.

At the meeting, representatives of wards, communes and enterprises proposed payment for waste treatment costs; unit price for waste collection for households; signing a contract for waste treatment principles while waiting for official unit price.

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang basically agreed with the recommendations of the Department of Agriculture and Environment; at the same time, she requested that in the coming time, departments, branches and localities promote a sense of responsibility in state management of the environment.
Some key tasks assigned to the Department of Agriculture and Environment are to consult on unit prices within 1 month, after the Provincial People's Committee issues them, localities will organize bidding and sign contracts for waste transportation and treatment activities; review and regulate the amount of waste to treatment areas, not to exceed capacity; propose solutions to handle temporary landfills.
Wards and communes of Binh Phuoc province (old) that bid for transportation and treatment before the merger will continue to apply the old unit price until a new unit price is available. Each ward and commune will arrange a transfer point to manage the amount of waste in the area.
The Department of Finance reviews and provides guidance on payment for waste treatment costs that have been implemented. Household waste treatment facilities must have a plan for receiving; if the capacity is exceeded, it must be promptly reported for adjustment.
