In order for the PCGD and XMC targets to be implemented properly according to the plan and roadmap, along with propaganda work, the provincial education sector has directed schools; advised local authorities to focus on implementing many practical solutions, close to the practical requirements of each level of education, each subject. With the work of PCGD preschool for 5-year-old children, every year, the Department of Education and Training (DoET) directs and guides schools and localities to conduct surveys and review the number of 5-year-old children in residential areas, the conditions of the residential community to develop a plan to mobilize 5-year-old children to go to class. Implement well the policies for 3-4-year-old preschool children, 5-year-old preschool children according to regulations as well as strengthen close coordination between schools, families and communities in mobilizing children to go to class. At the same time, focus on implementing well the preschool education program according to the regulations of the Ministry of Education and Training , innovate educational content and methods; inspection and supervision work... With this approach, since 2014, Thanh Hoa has completed the PCGD preschool for 5-year-old children. Up to now, this result has been maintained and sustained by localities and the education sector, contributing to creating strong changes in preschool education, helping 5-year-old children to be well prepared in terms of skills, physical strength and mentality before entering grade 1.
Regarding primary and secondary school education, the sector has directed schools to do a good job of maintaining student numbers, propagating and mobilizing students at risk of dropping out to continue studying, and students who have dropped out to return to class; actively advising local authorities as well as mobilizing socialized education to invest in building and supplementing facilities and teaching equipment and constantly standardizing the qualifications of teachers. At the same time, paying attention to and implementing well the policies and regimes for teachers and students... However, according to the assessment of the Department of Education and Training, there are still difficulties for children in mountainous areas and areas where ethnic minorities live, because many children are physically weak, the distance from home to school is far, and transportation is difficult, but in recent years, the rate of 6-year-old children entering grade 1 has been high, with the average rate in the whole province being 99.98%; the rate of 11-14-year-old children completing primary school is nearly 100%; The rate of disabled children aged 11-14 accessing education reached over 90%... With the achieved results, since 2018, the Ministry of Education and Training has issued a decision to recognize Thanh Hoa province as meeting the primary education standards at level 3 - the highest level of universalization currently. At the secondary school level, before 2012, Thanh Hoa was recognized by the Ministry of Education and Training as meeting the secondary education standards. After many years of efforts, in 2021, the province was recognized as meeting the secondary education standards at level 2; currently, over 90% of communes and wards in the province have met the secondary education standards at level 3.
Along with the popularization activities, the province's XMC work has also been maintained and developed over the years. Promoting the achievements from the early days of implementing the "Popular Education" movement, Thanh Hoa has now been recognized as meeting the XMC level 2 standards. The most recent statistics from the Department of Education and Training show that the number of people aged 15-60 in the whole province who are literate is 99.33%; the number of people aged 15-60 who are illiterate is only 0.67%. Currently, Thanh Hoa is joining the whole country in implementing the "Popular Education" movement - this is a new step forward in the policy of eliminating illiteracy, contributing to improving people's knowledge, towards building a comprehensive and sustainable digital society in the digital age.
Faced with practical requirements, the task at present in the work of PCGD and XMC is that schools, Party committees, and authorities at all levels, especially leaders, need to take the lead in improving digital capacity and promoting digital transformation at agencies, localities, and units; considering this a key task, associated with administrative reform and socio-economic development. Each cadre and Party member must take the lead and set an example in implementing the movement, contributing to spreading the spirit of self-study, self-improvement of digital knowledge and skills, turning the process of learning, training, improving and applying digital knowledge into the personal needs of each citizen. In particular, each citizen must be a wise subject in approaching the "Digital Popular Education" movement to join the Party Committee and the government in promoting historical lessons from the "Digital Popular Education" movement launched by President Ho Chi Minh 80 years ago, striving to build a society that is not only rich in knowledge but also rich in technological strength, ready to integrate and develop.
