According to information from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on August 22, the center of the tropical depression was located at about 16.8 degrees North latitude; 121.2 degrees East longitude, on the mainland of Luzon Island (Philippines). The strongest wind near the center of the tropical depression was level 6, level 7, gusting to level 9; moving in the West-Northwest direction at a speed of 10-15km/h.

It is forecasted that early tomorrow morning (August 23), the tropical depression will strengthen into storm No. 5. This is considered an especially dangerous storm due to its rapid formation and movement. It is expected that on August 23-24, the storm will impact the Hoang Sa archipelago. From August 25, the storm will make landfall directly on our mainland.

At the conference, leaders of the Ministry of Agriculture and Environment approved the Response Plan for the tropical depression that could strengthen into storm No. 5. Representatives of leaders of provinces and cities at the connecting points reported on the response to natural disasters in the past time, especially the experience in responding to storm No. 3 in July 2025.

Speaking at the conference, Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem informed about the province's natural disaster response work in the past time, especially the work of ensuring the "4 on-site" motto in proactively responding to the recent storm No. 3.

In addition, the province has proactively planned and zoned off vulnerable points in coastal areas, low-lying areas, and areas at high risk of flash floods, landslides, and landslides to prepare response plans according to the level of natural disasters, minimizing damage caused by natural disasters.

Currently, to proactively respond to the tropical depression that is likely to strengthen into a storm, Thanh Hoa province always closely follows the direction of the Central Government, proactively preparing response plans. In particular, command work, preparation of forces, supplies and logistics are of primary concern.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the disaster response work of a number of localities in recent times, including Thanh Hoa province.

He emphasized that Thanh Hoa province has a complex and fragmented terrain, a dense river system, and is frequently affected by natural disasters. However, the province has responded very well to floods and storms, ensuring the safety, lives, health, and property of the people and the State.

Based on the analysis and assessment of the risk of natural disasters caused by storm No. 5, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to uphold their spirit, responsibility, high vigilance, and proactively prepare response plans and options. In particular, forecasting must be given top priority, ensuring accurate, timely and timely forecasting of the storm situation.

The Deputy Prime Minister requested ministries, branches and localities to base on their functions and tasks to organize and well perform assigned tasks. Specifically, proactively develop response plans, especially in areas preparing for important national events on the occasion of the 80th anniversary of the August Revolution and National Day September 2. Review and reassess the risk of natural disasters in vulnerable and key areas; implement solutions to ensure the safety of dams, dykes, etc.

He noted that localities should be proactive and ready with plans to evacuate people in areas at high risk of being affected by natural disasters, such as coastal areas, riverbanks, low-lying areas, etc. In case of evacuation, it is necessary to ensure good conditions to protect people's lives and health, as well as provide necessities for people during the time of taking shelter from storms.
