The education sector needs to continue shifting from equipping knowledge to developing learners' comprehensive capabilities.

Deputy Prime Minister Le Thanh Long and Minister of Education and Training Nguyen Kim Son co-chaired the meeting. Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh and Vice Chairman of the City People's Committee Tran Anh Tuan chaired the Da Nang bridge.

Reporting at the conference, the Ministry of Education and Training said that the 2024-2025 school year takes place in the context of many positive changes in the domestic socio-economic situation; the political system is being arranged in a streamlined, effective and efficient direction; major policies of the Party and State continue to be perfected and implemented synchronously, creating a favorable foundation for the education sector to successfully carry out the tasks of the school year.

This is also the time when the entire education sector implements the Government's Action Program to implement Conclusion No. 91-KL/TW, dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training; the school year marks the end of the term of implementing the Resolution of the 13th National Party Congress, towards the 14th National Party Congress.

The 2025-2026 school year is the first school year to implement the Resolution of the 14th National Party Congress; the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2026-2030.

This is also the school year when the whole country implements the Politburo's Resolution on breakthroughs in education and training development; the Law on Teachers; the National Assembly's Resolution on exemption and support of tuition fees for preschool children, general education students, and those studying educational programs in the national education system; and the National Assembly's Resolution on universalizing preschool education for children from 3 to 5 years old.

In order to effectively implement the Party and State's policies and guidelines on education and training, and successfully achieve the set goals, the education sector has determined the theme for the 2025-2026 school year as: "Discipline - Creativity - Breakthrough - Development"...

In his concluding remarks, Prime Minister Pham Minh Chinh affirmed the important role of education and training and acknowledged that the education sector had achieved very basic results and achievements in the past school year.

According to the Prime Minister, these results were summarized in 36 words: perfected institutions; streamlined apparatus; improved quality; professional exams; upgraded teachers; expanded integration; spacious facilities; developed science; early blooming talents.

The Prime Minister also pointed out the shortcomings and limitations; especially the inadequate education program, fragmented scale, unbalanced professions, lack of skills, insufficient teachers, unconnected network, and passive funding.

Therefore, the Prime Minister requested the leaders of the Ministry of Education and Training as well as the entire education sector to continue to focus on thoroughly implementing the main viewpoints and orientations: students are the center and subject; teachers are the driving force; schools are the support; families are the fulcrum; society is the foundation. At the same time, he requested the entire sector to focus on transforming the status and tasks of the education and training sector into the common tasks of the entire political system, of the entire people, and of the entire society; continuing to shift from equipping knowledge to developing the comprehensive capacity of learners.

According to the Prime Minister, all thinking, methodology, approach, and solutions to education and training issues must continue to be innovated more strongly; in the direction that all citizens must have equal access to education and training, especially the disadvantaged, those in remote areas, border islands, and ethnic minority areas. Focus on building more advanced, modern, and practical programs and curricula; learning must go hand in hand with practice; real learning, real exams, real talent.

In particular, we must focus on carefully preparing conditions for the new school year, including a solemn, cozy, neat, effective, and joyful opening ceremony.
