Efforts to overcome difficulties and hand over clean premises soon
Cao Bang province launched the campaign “100-day and night peak of site clearance for the Dong Dang-Tra Linh expressway project”. At the end of the campaign, more than 99% of families whose land and assets needed compensation and recovery signed a commitment to hand over the site, even though they had not yet received compensation. In Lang Son, site clearance work was also carried out vigorously, not allowing delays to affect the project’s progress.
The Huu Nghi-Chi Lang Expressway project is 60 km long, passing through four districts and the city of Lang Son. According to the project enterprise's report, as of April 20, 55/59.8 km (equivalent to 93% of the total length) had been handed over. However, the progress is still affected by the situation of "scraping" the land, many sections have been handed over, but the contractor has not been able to access them due to the problem of some households not moving.
Explaining this issue, Chairman of the People's Committee of Lang Son province Ho Tien Thieu said: “The characteristics of these projects are both construction and design. In the initial phase, when there was not yet a complete detailed technical design, the locality proactively handed over the site clearance boundary based on the basic design documents. However, during the implementation process, investors and consultants must continue to locally adjust the route based on terrain, topography and field factors... When there are changes, the localities also urgently establish the site clearance process to soon have a clean site for project implementation."
Regarding the Dong Dang-Tra Linh Expressway project phase 1, as of April 27, Lang Son has handed over 430.01ha/458.41ha of land, reaching 93.8% of the approved technical design scope. Meanwhile, as of April 20, Cao Bang has handed over 93.14/93.35km of the entire route length in phase 1; the handed-over area reached 757.4/820.9ha (equivalent to 92%).
According to the assessment, the progress of site clearance has been accelerated because the investor has proactively advanced compensation costs, coordinated with local authorities to mobilize people to relocate, level the ground and hand over the clean site. To overcome the difficulties, on April 27, the People's Committee of Lang Son province adjusted the land acquisition area and total investment of two site clearance sub-projects of the Dong Dang-Tra Linh expressway to suit the actual requirements of the project. At the same time, the province requested relevant departments, branches, the People's Committees of Trang Dinh and Van Lang districts, and functional units to seriously implement, ensuring the progress of site clearance, serving the construction of the expressway according to plan.
However, in reality, both projects are currently facing difficulties in arranging dumping sites. According to a report sent to the Ministry of Construction on April 20, 2025, the Huu Nghi-Chi Lang Expressway project requires 2.6 million m³ of rock, 13.8 million m³ of fill soil and 8.4 million m³ of dumping. However, the province has only approved 43 dumping sites with a total capacity of about 4.4 million m³, still about 4 million m³ short of the demand.
Similarly, in the Dong Dang-Tra Linh Expressway project, the total waste disposal demand of the project is about 7.3 million m³, in 2024, 34 waste disposal locations with a capacity of 5.3 million m³ were arranged. "The failure to fully hand over the waste disposal site has significantly affected the waste material treatment process, potentially slowing down the progress if not promptly removed," said a representative of the construction contractor.
Explaining the reason for the delay in the arrangement of the dumping site, Chairman of the People's Committee of Lang Son province Ho Tien Thieu said that each dumping site needs to carry out the planning process, site clearance, and full environmental assessment before approval, so the emergence of large demand requires more time to process. "In accordance with the spirit of "running while queuing", Lang Son province is mobilizing the entire political system to participate, determined to complete the handover of the entire route before April 30, creating conditions for the contractor to organize continuous construction, on schedule overall", Mr. Thieu affirmed.
Meanwhile, the land clearance work in Cao Bang province has achieved more positive results. Thach An district has handed over 179.74/188.8ha (95.2%), Quang Hoa district has handed over 175/178.7ha (97.93%). Resettlement areas such as in Dong Khe town (Thach An district) have been completed, 45 households have drawn lots to receive new residential land...
The Cao Bang Provincial Traffic Project Management Board and relevant local units have closely coordinated with businesses and contractors to handle problems arising during construction; maintained mine clearance, and basically completed the relocation of medium and low voltage electrical systems. Mobilize all forces, determined to reach the finish line on time
After a year of construction, the appearance of the Huu Nghi-Chi Lang and Dong Dang-Tra Linh expressways has gradually become clear, contributing to the goal of completing 3,000 km of expressways by 2025, as directed by the Prime Minister. According to the plan, the two expressways will be technically opened to traffic at the end of 2025 and put into operation in 2026.
According to Nguyen Tan Dong, Vice Chairman of the Board of Directors of Deo Ca Group, taking advantage of favorable weather on the route, the units organized 294 construction teams, with 4,155 personnel, and 2,041 construction equipment to "overcome the sun, overcome the rain", "through holidays, through Tet" determined to bring the two projects "to the finish line" on time, ensuring quality. As of April 21, the Dong Dang-Tra Linh expressway project had disbursed 2,409/10,438 billion VND, equal to 23% of the capital in 2025; the Huu Nghi-Chi Lang expressway disbursed 925/6,580 billion VND, equal to 14% of the total capital needed to be disbursed in the year. The Huu Nghi-Chi Lang expressway project alone has mobilized about 1,955 engineers and workers along with 900 pieces of machinery and equipment deployed at 78 construction sites..., striving to complete 5,062 billion VND in output in 2025, aiming for technical opening at the end of the year.
