On April 15, the Ministry of Construction issued a decision approving the results of the selection of investors to implement the Dau Giay - Tan Phu Expressway project (phase 1) under the public-private partnership (PPP) method. Accordingly, the winning investor is the consortium of Dai Quang Minh Real Estate Investment Joint Stock Company - Son Hai Group Company Limited.
The Dau Giay - Tan Phu Expressway Project Phase 1 is 60.2km long, implemented under the BOT (build - operate - transfer) contract. The project has a total investment capital of VND 8,496 billion, of which VND 1,300 billion is allocated from the state budget for site clearance, the rest is from the investor. The construction time to complete the project is 24 months from the commencement date.
The project passes through districts of Dong Nai province, including: Thong Nhat, Xuan Loc, Dinh Quan, Tan Phu. The starting point of the project will connect with the end point of Ho Chi Minh City - Long Thanh - Dau Giay Expressway (Dau Giay town, Thong Nhat district), the end point will intersect with National Highway 20 and connect to Tan Phu - Bao Loc Expressway (Phu Trung commune, Tan Phu district).
Based on the results of the approved investor selection, the Ministry of Construction assigned the Thang Long Project Management Board to complete the draft contract according to the provisions of the bidding documents and legal regulations, and submit it to the Vietnam Road Administration to organize negotiations with the investor. Based on the negotiations, the Thang Long Project Management Board is responsible for completing the project contract and submitting it to the Vietnam Road Administration for signing.
Previously, the Ministry of Construction sent a dispatch requesting the Thang Long Project Management Board to speed up procedures to start construction of the Dau Giay - Tan Phu expressway in May 2025.
Urgent construction of expressway connecting Central Highlands
According to the plan, the Central Highlands region will invest in 9 expressways before 2030 with a total investment of more than 200,000 billion VND. In 2023, the 117.5km Buon Ma Thuot - Khanh Hoa expressway began construction.
In early February 2025, Binh Duong province started construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway. Connecting this route to the Central Highlands is the 140km Gia Nghia - Chon Thanh expressway, which is currently being carried out by Binh Phuoc province to select investors.
The Dau Giay - Tan Phu expressway is a section of the overall Dau Giay - Lien Khuong expressway, which is over 200km long. The remaining two sections, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, are being expedited by Lam Dong province to start the project.
The Dau Giay - Lien Khuong Expressway is of special importance, connecting the Southeast provinces with the Central Highlands region, especially Dong Nai with Lam Dong province when National Highway 20 is overloaded.
