On August 9, 2024, Permanent Vice Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong signed Official Dispatch No. 02/CD - UBND of the Chairman of the Provincial People's Committee to the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue; Directors of Departments, Heads of Provincial-level Departments, Branches, and Unions; Heads of Central Agencies in the Area; Chairmen of District, Town, and City People's Committees on the implementation of work to prevent, control, and overcome the consequences of natural disasters in the coming time. The Official Dispatch clearly states:
According to the assessment, the rainy, storm and flood season in 2024 will have complicated and extreme developments, increasing in both frequency and severity. Implementing the Prime Minister's Official Dispatch No. 75/CD-TTg dated August 4, 2024 on proactively preventing, combating and overcoming the consequences of natural disasters in the coming time, in order to minimize damage to people and property of the People and the State, the Chairman of the Provincial People's Committee requests:
1. Directors of departments, heads of provincial-level departments, branches, and organizations, and chairmen of district, town, and city People's Committees, according to their assigned functions and tasks, continue to proactively focus on directing and closely monitoring the developments of natural disasters, resolutely, promptly, and effectively deploy measures to respond to and overcome the consequences of natural disasters, and continue to effectively implement documents of the Provincial People's Committee; Document No. 3432/UBND-KT dated July 26, 2024 on proactively responding to natural disasters in the coming time and Directive No. 08/CT-UBND dated August 1, 2024 on strengthening the work of ensuring the safety of irrigation works and dykes during the 2024 storm season.
2. Chairman of People's Committee of districts, towns and cities:
a. Be more proactive in focusing on leading, organizing and implementing the work of preventing, combating and overcoming the consequences of natural disasters in the area according to the motto "four on-site" with the most proactive, timely and drastic spirit to ensure the safety of life, minimize damage to property of the People and the State, especially guiding the People to stockpile food, medicine and necessary necessities to proactively cope with situations of heavy rain and floods that cause long-term isolation.
b. Urgently review and complete response plans for each type of natural disaster that may occur in the area, especially response plans for storms, floods, landslides, and flash floods; identify key areas to proactively develop scenarios for arranging forces and means to be ready to respond, rescue, and salvage when situations arise.
c. Direct the implementation of plans for natural disaster prevention and control during the rainy and stormy season; organize supervision, inspection, and supervision of preparations for natural disaster prevention and control, search and rescue before the rainy and flood season and before storms and floods occur according to regulations.
d. Organize to review and identify dangerous areas, especially steep slopes at risk of landslides, flash floods, flooded areas along rivers and streams to proactively organize the evacuation of people and property out of dangerous areas. For places where there are no conditions for immediate evacuation, there must be a proactive evacuation plan in case of natural disasters to ensure people's lives.
d. Proactively allocate local budgets to implement prevention and timely remedy of natural disaster consequences according to regulations with the motto of absolutely not allowing any people to lack shelter, hunger or other essential items, not allowing epidemics or serious environmental pollution after storms, floods, and inundations, and not allowing them to affect the education of students.
3. Director of Department of Agriculture and Rural Development:
a. Direct and organize on-duty teams to closely monitor the situation and developments of natural disasters, advise the Chairman of the Provincial People's Committee to direct, proactively direct and urge departments, branches, and localities to promptly deploy work to prevent, combat, and overcome the consequences of natural disasters according to their assigned authority and tasks; synthesize the damage situation, coordinate with relevant agencies and units to report and propose to the Chairman of the Provincial People's Committee to support localities in overcoming the consequences.
b. Direct the implementation of work to ensure the safety of dike and irrigation works, especially key, vulnerable, damaged, degraded, and unfinished construction sites; ensure the safety of ships and boats, and protect agricultural and aquatic production.
c. Direct the Provincial Irrigation Works Management and Exploitation Company and localities to proactively review, inspect, and operate to ensure the safety of irrigation dams and the lives and property of people in downstream areas.
4. Director of Department of Industry and Trade:
a. Coordinate with localities and units to direct the work of ensuring safety for industrial production, power systems, hydroelectric reservoirs, wind power and solar power projects; promptly handle incidents and ensure power supply for production and daily life.
b. Direct hydroelectric dam owners to strictly implement approved reservoir operation procedures and plans to protect works and downstream areas.
5. Commander of the Provincial Military Command: Presides over and coordinates with Division 968, the Provincial Border Guard Command... to review, develop plans, proactively mobilize forces and means to coordinate with localities and relevant forces to deploy disaster response, search and rescue work and quickly overcome the consequences of natural disasters according to regulations.
6. Director of Provincial Police: Directs local police to develop plans and proactively deploy support for localities and people to prevent, combat, and overcome the consequences of natural disasters, and search and rescue when situations arise.
7. Director of the Department of Transport: Directs relevant agencies and units to continue to coordinate with relevant forces and localities to proactively deploy traffic safety assurance work (at sea, on rivers, on roads, on railways) in case of natural disasters, be ready to quickly overcome landslides, ensure smooth traffic on national highways and provincial roads, and promptly support localities in overcoming incidents on main traffic routes.
8. Director of the Department of Natural Resources and Environment: Direct the Provincial Hydrometeorological Station to continue to focus on improving the quality of forecasting and warning of natural disasters, landslides, subsidence... closely monitoring developments, forecasting and promptly informing about natural disasters and extreme weather phenomena to authorities, localities and people to be proactive in directing and implementing response.
9. Director of Department of Information and Communications:
a. Directing the work of ensuring communication to serve the direction and operation of natural disaster prevention, search and rescue of the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and forces participating in natural disaster prevention, search and rescue in the locality.
b. Strengthen information and propaganda work, raise awareness and knowledge of natural disaster prevention, search and rescue for all levels of government and people; provide accurate and timely information on the situation, developments of natural disasters, response and recovery work. Strengthen the communication system in key areas where natural disasters frequently occur, prioritize investment in upgrading the communication system in remote, isolated, border and island areas.
10. The Provincial Radio and Television Station, Quang Tri Newspaper and mass media agencies increase reporting so that people can grasp information about the developments and forecasts of natural disasters, instructions from competent authorities, and guide people in response skills to minimize damage caused by natural disasters, especially human damage.
11. Assign the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to direct and urge departments, branches, sectors and localities to effectively implement the work of preventing, controlling and overcoming the consequences of natural disasters; report and propose to the Provincial People's Committee to direct issues beyond its authority.
