According to the report at the Conference, in the 2024-2025 school year, the 2018 General Education Program will be implemented synchronously in all grades from grade 1 to grade 12 nationwide. The Ministry of Education and Training has advised the National Assembly to pass the Law on Teachers, the Resolution on universalizing preschool education for preschool children from 3 to 5 years old, the Resolution on exemption and support of tuition fees for preschool children, general school students, and learners of the General Education Program at educational institutions in the national education system. The Ministry has issued Circular No. 29/2024/TT-BGDDT dated December 30, 2024 regulating extra teaching and learning and directing and inspecting the implementation situation in localities.
The country has 15,077 preschool education facilities (a decrease of 125 facilities compared to the previous school year); 25,716 general education facilities (a decrease of 139 facilities compared to the previous school year); 100% of provinces and cities maintain and meet the standards for universal primary and secondary education, of which 64% of provinces and cities are recognized as meeting the standards for universal primary education level 3 (an increase of 6% compared to the same period last year); 27% of provinces and cities meet the standards for universal secondary education level 2 (an increase of 4% compared to the same period last year) and 19% of provinces and cities meet the standards for universal secondary education level 3 (an increase of 6% compared to the same period last year). The national high school graduation rate is 99.25%.
The quality of key education continues to be affirmed, Vietnamese student delegations participating in national and international science and technology competitions for high school students in the 2024-2025 school year and international and regional Olympic competitions continue to achieve high results. Other work in the field of education and training continues to be promoted.
For Lai Chau province, in the 2024-2025 school year, the whole province has 336 schools (1 school less), 5,182 classes (128 classes less), 149,461 students and 11,390 managers, teachers and staff. The rate of managers and teachers meeting and exceeding the training standards is 94.7%. 100% of children going to school receive meals and regular health check-ups. The rate of primary school students classified as having completed or above is 99.73% (an increase of 0.04% compared to the previous school year). The rate of secondary school students classified as having achieved or above is 97.98% (an increase of 0.28% compared to the previous school year). The rate of high school students classified as having achieved or above is 99.32% (an increase of 0.21% compared to the previous school year). In his concluding remarks at the Conference, Prime Minister Pham Minh Chinh commended and acknowledged the achievements of the Education and Training sector nationwide in the 2024-2025 school year. The Prime Minister evaluated the results of the Education and Training sector in 36 words: Perfect institutions, streamlined apparatus, improved quality, professional exams, upgraded teachers, expanded integration, spacious facilities, developed science, and early blooming talents.
Promoting the achieved results, the Prime Minister suggested that in the new school year, the education and training sector continue to take students as the driving force, teachers as the support, and family as the foundation; must create breakthroughs, transform the state from the task of the education and training sector to the task of the entire political system; shift from equipping knowledge to developing comprehensive capacity of learners; all citizens must have equal access to education; the curriculum must be modern and unified; learning must go hand in hand with practice; students must not lack schools, classes, food, or clothing; prioritize investment in teaching and learning facilities and equipment; improve the quality of preschool, general education, and ethnic minority and mountainous areas; ensure that teachers have sufficient capacity and qualities; improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation; strengthen international integration in education and training; Prepare well for the opening of the 2025-2026 school year...
