* At the investment project of provincial roads DT.295C, DT.285B, DT.277B (provincial road project), invested by the Civil and Urban Development Management Board, the contractor is focusing on human resources and equipment to implement construction on the sections that have been handed over the site, specifically: Package No. 9 for construction of DT.285B, DT.295C, including the Ngu Huyen Khe river overpass, mobilizing 60 workers and machine operators, 13 vibrating rollers, 8 excavators, 4 bulldozers, 17 dump trucks, 2 graders, urgently completing the basic construction of the bridge section, proceeding to fill K95, K98 sand and graded gravel grade II, the value of completed volume reached 53.6%; Package No. 10, construction of DT.277B connecting to Ha Bac 2 bridge, focusing on human resources and equipment to carry out construction of sand embankment, weak soil treatment and crushed stone road foundation, the value of completed volume is 58%. In both packages above, many sections have been paved with asphalt concrete.

Currently, the provincial road projects are still stuck with some areas of agricultural land, graves, and residential land in Yen Phong district; there are difficulties in arranging resettlement land for households whose land was recovered to serve the construction of DT 295C, 285B in Bac Ninh city.

Conducting a field inspection at the location of DT.295C, Xuan Ai area, Hoa Long ward (Bac Ninh city), Ngu Huyen Khe river overpass, the intersection of DT.277B with DT.285B, DT.277B to Ha Bac 2 bridge, the Chairman of the Provincial People's Committee requested Bac Ninh city to coordinate with the investor to completely resolve the existing problems in site clearance (GPMB), both posting the GPMB plan and organizing a meeting with the people, mobilizing the people to agree to receive compensation and support money, with the viewpoint of "receiving money, dismantling and immediately handing over the site to the investor". Assigning the Department of Agriculture and Environment to submit a plan on supporting rice prices for the whole province, as a basis for localities to develop compensation and support plans.

Contractor urgently constructs DT.277B connecting with Ha Bac 2 bridge

The Chairman of the Provincial People's Committee acknowledged the investor and contractor for ensuring the construction progress of the locations with available land. He requested the contractors to continue to focus on human resources, materials, and urgently construct "3 shifts, 4 shifts" to open the DT.277B route to Ha Bac 2 bridge on the occasion of April 30; to open the entire route before June 30. He requested to immediately review the reserve funds of DT.277B and DT.285B, if there is any remaining funds, immediately supplement the lighting system, creating favorable conditions for people, workers of industrial parks and trading activities of Hiep Hoa district (Bac Giang) and Yen Phong district.

* Project DT.285B (section from DT.295, Dong Tien commune to new National Highway 3, Yen Phong district) and the completed Interchange connecting DT.285B with new National Highway 3, invested by the Project Management Board of Transport and Agriculture, is implementing the C19 asphalt concrete layer at branches 1, 2, 3; implementing the construction of bridge girders, constructing the bridge deck from abutment M1 to pier T3, pouring concrete for bridge deck spans M1-1, 1-2, 2-3; completing the construction of retaining walls L1-L5, R1-R5, pier T1-T6. The value of the volume implemented according to the contract schedule is 118.097/318.368 billion, reaching about 37.1%.

Currently, the project has only handed over about 904.79/4,500 m2 of land ^, accounting for 20.106% of the area to be recovered. For agricultural land in Dong Xuyen village, Dong Tien commune, the compensation and support plan has not been approved. Due to the difference in the actual land area compared to the area in the red book of some households that have not been compensated or supported, the locality has not signed the appraisal record; the residential land area of ​​6,700 ^m2 of 47 households serving the DT.295 intersection has not been counted for assets and land use origin for each household; the progress of the resettlement area is very slow... leading to delays in project implementation.

Directly inspecting the 285B intersection connecting with 295C, in Thuong Thon village, Dong Tien commune (Yen Phong), the Chairman of the Provincial People's Committee requested Yen Phong district to coordinate with the Department of Finance, the Department of Agriculture and Environment to review the planning, avoid overlap, develop a land acquisition plan to report to the Chairman of the Provincial People's Committee at the meeting of the Provincial People's Committee on April 15; focus on working 3-4 times more to ensure the handover of the entire route before June 15. The investor will proactively pay the cost, so that the land acquisition is completed and handed over.

The Chairman of the Provincial People's Committee also met with households, mobilizing people to support the Party and State's policies, agreeing to hand over the site so that the project can be implemented quickly, contributing to the socio-economic development of the province and locality.
