Comment, review, and decide on 42 content groups
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man stated that following the success of the 11th Central Conference, according to the working program for the second quarter of 2025, today, the National Assembly Standing Committee opened the 44th session - this is a very important session to prepare for the 9th Session of the 15th National Assembly.

According to the program, the 44th Session will take place over about 2 weeks, the first session from April 14 to 17, 2025; the second session from April 22 to the morning of April 28 (reserve the afternoon of April 28 and April 29), focusing on solving a huge amount of work.
"If the Government submits the Project on rearranging commune-level administrative units of some provinces in time, the National Assembly Standing Committee will also consider and approve it. The Central Government has concluded on rearranging about 60-70% of commune-level administrative units, currently the whole country has about 10,035 communes," said the National Assembly Chairman.
At the meeting, the National Assembly Standing Committee will give opinions, consider and decide on 42 groups of contents, including: 24 groups of contents on constitutional and legislative work; 10 groups of contents on socio-economics, state budget, supervision and other important issues; 8 contents under its authority. At the same time, it will give opinions, consider and decide in writing on 5 other groups of contents.
In particular, the National Assembly Standing Committee will give opinions on the proposed dossier: amending and supplementing a number of articles of the 2013 Constitution; establishing a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution; and soliciting public opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution. It is expected that public opinions will be collected for about 1 month and then 5 days will be spent on synthesis.

“Amending the Constitution is a particularly important task with a huge amount of work, involving the responsibilities of many agencies and organizations, associated with the policy of streamlining and reorganizing the political system, in the spirit of Conclusions 126 and 127 of the Politburo and the Central Steering Committee,” the National Assembly Chairman emphasized.
In addition to the official contents included in the program, the National Assembly Chairman pointed out that there are many contents in the backup program that need to be considered to serve the arrangement of the state apparatus, the arrangement of administrative units, the construction of a 2-level local government organization model; implementing the requirements of the Central Steering Committee on serving the development of science, technology, innovation and digital transformation to meet the requirements of Resolution No. 57-NQ/TW of the Politburo, removing "bottlenecks" to promote economic and social development.
In addition, the Government, the Prime Minister and relevant agencies are currently making great efforts to deploy solutions in all areas to proactively respond to the US tariff policy towards Vietnam. The National Assembly and the National Assembly Standing Committee are ready to consider issues within their authority to quickly remove difficulties and obstacles for businesses and people to develop the economy and society.
New quality assurance proposed addition
The National Assembly Chairman also stated that, up to this point, the legislative task at the Ninth Session is the largest since the beginning of the term. According to the meeting agenda that has been sent to National Assembly deputies, the National Assembly will consider and pass 30 laws and 7 resolutions; give opinions on 6 draft laws, not to mention many other laws and resolutions that the Government and agencies continue to propose to supplement.

Some draft laws are still implemented according to the old process under the Law on Promulgation of Legal Documents 2015, while many draft laws will be implemented according to the new legislative process under the Law on Promulgation of Legal Documents amended in 2025. Therefore, the National Assembly Chairman emphasized that agencies need to pay attention to closely following legal regulations to carry out their work.
“Whether the reception and revision of draft laws is the responsibility of the National Assembly Standing Committee or the submitting agency, the drafting agency and the reviewing agencies must coordinate closely, review thoroughly, discuss in a constructive spirit, and strive to reach high consensus on major contents before submitting them to the National Assembly for consideration and approval,” the National Assembly Chairman requested.
Affirming that the Central Conference is a historic conference, deciding on historic issues, the National Assembly Chairman stated that the Government concretizes the contents to submit to the National Assembly and the responsibility of the National Assembly and the National Assembly Standing Committee is to do their utmost to implement the Party's resolutions; discuss in a spirit of understanding and reason, taking people and businesses as the center, ensuring 8% growth in 2025.

According to the National Assembly Chairman, in the upcoming conditions of merging provinces, abolishing district levels, and merging commune levels, many related organizational issues will affect the direction and administration of the Party and State, in which the role of the National Assembly and the Government is extremely important.
Noting that up to now, the National Assembly's verification agencies have not yet received documents on many contents, especially those on economics, finance and budget, the National Assembly Chairman suggested that the Government direct ministries and branches to urgently prepare the contents under their responsibility, closely follow the meeting agenda to complete and submit to the National Assembly Standing Committee on schedule, not delay or squeeze into the time of the Session.
Along with that, during the session, the National Assembly Standing Committee must also complete the review and approval of resolutions on the arrangement and reorganization of commune-level administrative units; give opinions to submit to the National Assembly for approval of the resolution on merging provincial-level administrative units and complete the contents according to the issued Quarter II Work Program.

Pointing out the huge workload, which is overloading both the drafting agency and the reviewing agency, the National Assembly Chairman suggested that for non-urgent contents, not related to apparatus arrangement, scientific development, and innovation, the Government should consider not adding them to this Session or prepare thoroughly to ensure quality before proposing to add them.
With the volume of laws and resolutions issued at the Eighth Session and the Ninth Extraordinary Session, the National Assembly Chairman requested the Government to soon issue guiding documents so that ministries, branches and localities can immediately implement them.

Emphasizing that this is the "sprint" stage to complete all preparations for the Ninth Session and because the session ends close to the opening day of the Session, the National Assembly Chairman suggested that, immediately after the end of each content, agencies need to urgently study and absorb the opinions of the National Assembly Standing Committee, revise, complete, closely follow the orientation of the 11th Central Conference, and promptly send it to National Assembly delegates.
The National Assembly Chairman also requested that members of the National Assembly Standing Committee spend time meeting voters, retired officials, and the people, listening to opinions on the issue of merging administrative units at the commune and provincial levels, and ending the activities of the district level in order to have a reasonable explanation.
