Head of the Department of THADS of Nhu Xuan district, Le Van Tu, said: In recent times, the unit has made many innovations in professional activities and drastically implemented solutions to resolve many cases thoroughly and legally, ensuring high effectiveness and efficiency. Thanks to that, THADS work in the district has achieved many important results.
In particular, the District THADS Sub-Department has done a good job of advising the Party Committee and the government in leading, directing and managing the State on THADS quite comprehensively, from building programs and plans, launching emulation movements, directing key, complicated and prolonged cases, receiving people to resolve complaints, denunciations and recommendations.
In particular, the District Enforcement Office has closely coordinated with functional units in urging, verifying and protecting the enforcement of judgments, ensuring safety and effectiveness. At the same time, strictly handle cases of obstruction, opposition, deliberate procrastination, and failure to comply with judgments according to the provisions of law. Strengthen discipline and administrative discipline, especially inspection, conclusion and strict handling of violations. Continue to promote the dissemination and education of law in enforcement agencies, fully and promptly implement the Party's guidelines and policies and the State's laws. Thereby, creating a strong change in awareness and sense of law compliance of civil servants, employees, especially individuals and organizations related to enforcement work in the area.

On average, the Department receives over 200 cases each year. Although the number of cases is not large, due to the characteristics of a mountainous district, the area is large, and the roads are difficult to travel. Regarding the case of paying to the State budget, through verification and classification of cases, many subjects who have to execute the sentence have no conditions, have left the locality or are serving a prison sentence in the locality, have no assets, or after serving the prison sentence still do not have the conditions to execute the sentence. Many cases are resolved related to bank credit, leading to prolonged THADS, slowing down the progress.
In addition, the Department still lacks staff, but with many specific solutions, the THADS work in Nhu Xuan district has achieved many positive results in recent times, minimizing the backlog of cases. In 2022, the total number of cases resolved was 351, of which 55 were transferred from the old cases; the number of newly accepted cases was 296, an increase of 43 cases (an increase of 16.99% compared to 2021). After deducting the number of 8 cases entrusted, the total number to be executed was 343, of which 327 cases were eligible for execution; 16 cases were not eligible. Of the cases eligible for execution, 289 were completed, an increase of 14 cases (an increase of 5.09%) compared to 2021; reaching a rate of 88.38%. In terms of money, the total number of cases resolved was 6 billion 683 million 476 thousand VND. Of which, the old number transferred is 1 billion 785 million 268 thousand VND; the new number accepted is 4 billion 898 million 208 thousand VND, an increase of 3 billion 157 million 965 thousand VND (an increase of 181.46%) compared to 2021.
In the first 6 months of 2023 alone, the Department of Enforcement of Civil Judgments of Nhu Xuan district has urgently and actively implemented many synchronous measures to carry out assigned enforcement tasks in all aspects of work. Focusing on directing and resolving the enforcement of State revenues, debts of credit institutions, banks, and cases that have been pending for many years. However, the amount of completed enforcement decreased by 952 million 077 thousand VND compared to the same period in 2022 (accounting for 33.89%); the rate of completed settlement of cases increased by 9 cases compared to the same period in 2022 (accounting for 8.18%).
The positive changes in the work in 2022 and the first 6 months of 2023 are an important premise for the District Enforcement Office to continue to innovate and improve the quality of all aspects of its activities. Focus on propaganda and dissemination of laws on enforcement, explanation and mobilization from enforcement officers to gain support from all levels, sectors and people, especially the voluntary enforcement of judgments by judgment debtors. Promote the application of information technology and administrative reform in enforcement activities. Strengthen professional guidance and guidance to ensure accurate application of legal provisions and proper enforcement of court judgments and decisions. At the same time, raise the determination to complete the targets and plans for enforcement work in the coming time, ensuring the strictness of the law, contributing to maintaining stability for local socio-economic development.
