According to cultural researcher Ngo Huong Giang, social networks are not real life, but the two-way interaction in that space is real, especially the consequences it leaves behind are huge and persistent. Videos and clips with bad and toxic content, attracting likes and views regardless not only directly impact people's lifestyle and behavior, but more dangerously, it narrows people's positive and humane perceptions of life.
“Livestreams with offensive and vulgar statements not only have a negative impact on good customs and traditions, but they also permeate the thinking of young people, gradually forming a mentality of showing off, encouraging a loose and irresponsible lifestyle, moving away from the good faith in human values. This is the danger of the online world, and we need to warn and take timely preventive measures,” said Mr. Giang.
A typical example is the case of ViruSs (Dang Tien Hoang) and those involved in the love fight that has caused a stir on social networks in recent days. As a result, the controversy ended, and ViruSs earned a large sum of money from livestreaming.
Or recently, people with the names and nicknames Ho Van Khoa, Son Soi and Thanh Lay… caused a stir on social networks when they continuously argued, challenging each other to meet and resolve the issue. This argument not only attracted the attention of the online community but also drew young people into it with negative influences.
In addition, there are also silly videos, teasing others with offensive words filmed in public places that are becoming a prominent issue on social networks. These types of videos still take advantage of the curiosity of the participants, or intentionally attract attention with shocking actions.
Associate Professor Dr. Nguyen Thi Thai Lan - Lecturer at the University of Social Sciences and Humanities (Vietnam National University, Hanoi) said that clips and live streams with absurd and violent content have a huge impact on the formation of morality and culture in many young people.
According to Associate Professor, Dr. Nguyen Thi Thai Lan, those distorted contents affect the perception and thinking of many groups in society, especially children and adolescents. With unhealthy contents, promoting "internet" images, many people and adolescents are affected in their perception. When perception is distorted and bad things are idolized, this group will tend to have imitative thoughts. This is very dangerous for children when they are at the age of forming moral values to learn to distinguish between right and wrong.
“In addition, these contents will also affect the behavior and conduct of some people, including children and adolescents. The more profound impacts are those on values, ethical standards and traditional culture. Although it is inevitable that people need to adapt to the modern world, with technology and different forms of communication, we cannot allow forms of “abuse” of technology to destroy values, ethics and culture,” Ms. Lan emphasized.

With many absurd and violent contents still appearing on social networks every day and every hour, cultural researcher Ngo Huong Giang said that we still do not have a set of tools to remotely control and prevent content posted on social networks. Bad and toxic information is only discovered and punished when there is a complaint or report from a citizen or is discovered by the press. This loophole has created KOLs (content creators) with social influence not through artistic creativity or positive activities, spreading humanistic values, but mainly through tricks, with many arrogant statements to create trends, attract fans to establish a "virtual power empire".
“Along with that, the sanctions against toxic content as well as against KOLs who violate the law are not strong enough to create a "safe defense network" for social network users,” Mr. Giang emphasized.
Regarding this issue, lawyer Do Thanh Hung - LTH Law Firm LLC said that the increasing appearance of videos, clips, especially live streams with nonsense and violent content on social networking platforms not only causes significant impacts on traditional customs but also has a very negative impact on young people.
According to lawyer Do Thanh Hung, the current law has provisions on sanctions in cases of providing and sharing information that is not in accordance with Vietnamese customs and traditions. However, this is only an administrative sanction, and the law has not specifically defined the concept of "customs and traditions", so it is difficult to determine whether an act is a violation or not. Moreover, most of these acts appear on cyberspace, so identifying the violators will also be very difficult.
Don't let the bad erode the real value.
The solution to this problem, according to Associate Professor Dr. Nguyen Thi Thai Lan, is to raise public awareness, especially among young people, through promoting communication with healthy content, suitable for each age group, expressed in many rich and attractive forms. At the same time, it is necessary to help the public identify and avoid content that can have negative impacts on individuals and the community, especially on children.
State management agencies need to conduct thorough screening before allowing these products to be released, and apply strict sanctions to authors and units that disseminate false content. Those who provide false information must be held responsible before the law.
There needs to be close coordination between stakeholders - from families, schools, social organizations to authorities - to accompany from awareness to action in protecting the community, especially children and adolescents, from unhealthy information flows. In addition, each person also needs to be equipped with the necessary knowledge and skills to master technology and use it effectively, serving daily life.
According to lawyer Do Thanh Hung, in order for the punishment to be preventive and not re-offend, it is time for the Ministry of Culture, Sports and Tourism to soon provide detailed explanations and descriptions for the concept of "good customs". This is very necessary, because there are currently many administrative violation penalty documents that stipulate the behavior that is punished with the circumstance of "violating good customs", while this has not been explained specifically, which can easily lead to, in some cases, the application of the law in an emotional way, affecting the rights and legitimate interests of the people, while at the same time not thoroughly handling the violations.
A code of conduct should be issued.
Cultural researcher Ngo Huong Giang said that, in addition to the law on cyber security, we need to thoroughly promulgate a code of conduct on social networks, in which "blocking" is a very noteworthy and implemented measure. When detecting any KOL with deviant behavior in speaking, producing bad and toxic content or taking advantage of tricks to livestream to sell products, the authorities need to immediately ban those individuals from all social networking platforms. In parallel with the "blocking" measure, it is necessary to increase the level of administrative penalties, gradually research and supplement the conditions for criminal prosecution of the act of producing and disseminating bad and toxic information that directly damages the rights and legitimate interests of agencies, organizations and individuals.
