According to the content of the document, in order to better care for the material and spiritual lives of people with revolutionary contributions and martyrs' relatives, the Ministry of Home Affairs requests that the Chairmen of the People's Committees of provinces and cities pay attention to directing functional agencies to step up propaganda, in order to promote the tradition of patriotism and the morality of "When drinking water, remember its source" among all classes of people, especially the young generation.
The Ministry of Home Affairs noted that localities need to continue reviewing policy beneficiaries of meritorious people in the area who are still facing difficulties and need support, especially families of meritorious people living in areas affected by natural disasters, floods, and saltwater intrusion; remote areas, ethnic minority areas, border areas, and islands to have timely support plans; fully and promptly implement policies for meritorious people and relatives of martyrs; prioritize budget allocation in the state budget estimate to implement preferential policies, and at the same time mobilize social resources to participate in caring for meritorious people.
Localities also need to pay attention to renovating and embellishing works honoring martyrs such as martyrs' cemeteries, memorials, and martyrs' temples; organizing incense offering and candle lighting ceremonies to pay tribute to heroic martyrs at historical sites, memorial works, and martyrs' cemeteries.
In addition, it is necessary to discover and replicate typical and advanced collectives and individuals in the work of caring for war invalids, martyrs and people with meritorious services; thereby strongly promoting the movements of "Repaying gratitude" and "All people taking care of people with meritorious services to the country" to develop widely and effectively. Localities also need to commend exemplary war invalids, sick soldiers and people with meritorious services.
