
Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh expressed his concern about retaining talented people to work in the country. Accordingly, there must be a rotation of human resources between departments, between the public and private sectors, bringing corporate culture into state management and bringing state culture into business management. At the same time, there must be a policy to attract talented people from abroad, especially attracting overseas Vietnamese to work in the country.
Vice Chairman of the National Assembly Nguyen Khac Dinh cited that in 1946, President Ho Chi Minh attracted many talents to the country. “Currently, we also have many policies such as amending the Nationality Law; exempting visas for experts, scientists , good football players, famous people... In addition, we are improving salary, bonus and welfare regimes in both the public and private sectors, building a healthy working environment, encouraging creativity, and reducing harassment,” said the Vice Chairman of the National Assembly.
Comrade Nguyen Khac Dinh said that it is necessary to use the right people, arrange people according to their capacity, according to the field of training, and evaluate capacity through practical activities, products, and contributions...

Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man suggested that in the coming time, in the draft resolution on supervising the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources, in the current situation section, it is necessary to provide an overall picture of the current situation of human resources.
The National Assembly Chairman also requested that we should frankly look at where Vietnam's high-quality education currently stands in ASEAN in particular and Asia in general. From there, we need to re-evaluate and forecast human resource needs in the 2025-2030 period, with a vision to 2045, especially in key industries and fields of the country.
In addition, the state financial policy mechanism for human resource development, especially high-quality human resources, has not received due attention and is not commensurate with the strategic breakthrough role. In the past 3 years (from 2021 to 2023), the expenditure ratio for education and vocational training has not reached at least 20% of the total state budget for the education sector. The budget expenditure ratio for higher education is still low and tends to decrease. The National Assembly Chairman requested that it be properly assessed and solutions should be found in the coming time.
After discussion, the National Assembly Standing Committee voted to approve in principle the draft resolution on thematic supervision of the implementation of policies and laws on human resource development and use, with 100% of members present in favor.
