The Ministry of Home Affairs has just sent an official dispatch to the People's Committees of provinces and cities to review and report on the quantity and quality of commune-level officials and civil servants.

The document clearly states that, implementing conclusions No. 126 and 127 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, perform functions and tasks of state management of commune-level cadres and civil servants, the Ministry of Home Affairs requests the People's Committees of provinces and cities to review and report on the quantity and quality of commune-level cadres and civil servants (as of December 31, 2024).

According to the Ministry of Home Affairs, due to urgent tasks under the direction of the Politburo, the People's Committees of provinces and cities are requested to send to the Ministry of Home Affairs (through the local government department) before March 10, 2025 for synthesis and reporting to competent authorities.

Previously, in conclusion 127, along with the request to study the orientation of merging some provincial-level units, not organizing at the district level, the Politburo and the Secretariat also requested to study the orientation of merging some commune-level units.

The Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research, develop a project and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level, and continuing to merge commune-level administrative units.

In particular, for the commune level, it is necessary to clearly define local government models at the commune level for urban, rural, mountainous, delta, island areas, population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, religion...

Building functions, tasks, powers, organizational structure, and staffing of local authorities at the commune level.

Clarify the working relationship between local government levels (between provincial and communal levels); the vertical working relationship from central to communal levels (between ministries, central sectors, specialized departments and units and individuals in charge of each field), ensuring smooth, synchronous, interconnected, effective and efficient operations.

Clearly define the conditions to ensure effective operation of commune-level authorities before, during and after the arrangement.

Ministry of Home Affairs: Continue to arrange commune-level administrative units

In the program of practicing thrift and fighting waste, the Ministry of Home Affairs also sets out many key tasks regarding organizational structure.

Specifically, continue to guide and urge 51 localities to implement the arrangement of administrative units at district and commune levels for the 2023-2025 period approved by the National Assembly Standing Committee.

Urgently arrange, organize, and assign civil servants and public employees, and handle public assets after the arrangement to ensure early stability for the organization of Party congresses at all levels in 2025.

Continue to review and propose plans to merge district and commune-level administrative units for administrative units that do not meet the criteria on area and population according to Resolution 35/2023 of the National Assembly Standing Committee to proactively plan to arrange district and commune-level administrative units in the period 2023 - 2030.

Step up the implementation of streamlining the payroll associated with the organization and restructuring, improving the quality of the staff, civil servants and public employees to ensure the goal of the 2021 - 2026 period, the entire political system streamlines at least 5% of the payroll of cadres and civil servants and at least 10% of the payroll of public employees receiving salaries from the state budget...
