Standing member of the Secretariat Tran Cam Tu has just signed and issued Notice No. 75 of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

After listening to the Government Party Committee's report on the adjustment and opinions of the agencies, the Politburo discussed and basically agreed on the policy of adjusting the scope and subjects of application of Decree No. 178 dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

To address some shortcomings in policies and regimes, the Politburo agreed to make adjustments for specific target groups.

Firstly , cadres who are not old enough to be re-elected or re-appointed and cadres who are old enough to be re-elected or re-appointed to the same-level Party Committee, and whose working time from the date of the congress starts is from 30 to 60 months, are old enough to retire.

Cadres who are participating in Party committees must end their activities, consolidate the organizational apparatus, and have 60 months or less to reach retirement age. They themselves wish to retire early to create conditions for personnel arrangement and are approved by competent authorities (stipulated in Clauses 1, 2, 3, 4, Article 2, Decree No. 177 dated December 31, 2024 of the Government).

Second , the Politburo also agreed to expand the beneficiaries of the regime and policies under Decree 178 to include cadres, civil servants, public employees, and workers receiving salaries from the State budget before January 15, 2019, who have 5 years left until retirement age in public agencies and units of the Party, the State, and socio-political organizations from the central to district levels, and the armed forces, who are not directly affected by the reorganization of the apparatus, but must streamline the payroll, streamline the apparatus, restructure and improve the quality of the contingent of cadres, civil servants, and public employees of the political system.

Third , people working within the payroll quota and receiving salaries from the State budget at associations assigned tasks by the Party and State at the central and local levels are directly affected by the implementation of organizational arrangement, consolidation and merger.

The Politburo assigned the Government Party Committee to absorb the Politburo's opinions and direct the Ministry of Home Affairs to carefully review the provisions of the decree for appropriate adjustments.

According to the Politburo, this aims to thoroughly resolve practical and feasible problems during implementation, ensure consistent policy implementation, and meet the right goals, creating favorable conditions for the implementation of organizational arrangements of the political system.

This policy also aims to retain qualified, capable and talented people, streamline the payroll, restructure and improve the quality of cadres, civil servants and public employees to meet the requirements of national development tasks.
