On May 31, Russia continued to report shelling of its border towns, while the UK said Ukraine had the right to conduct "extraterritorial" attacks in self-defense.

Ukrainian forces shelled a Russian border town of Shebekino for the third time this week, damaging buildings, burning vehicles and wounding at least one person, Belgorod Governor Vyacheslav Gladkov said.
Earlier, the Governor of Belgorod also announced that two industrial facilities in the town were attacked on May 29.
The city of Belgorod, which borders Ukraine's Kharkiv region, has been repeatedly attacked by Kiev's forces since the start of the Russia-Ukraine conflict in February 2022.
The move came after Russia announced earlier on the morning of May 30 that drone attacks had damaged several buildings in Moscow and its surrounding areas. Russia said it had shot down all the UAVs involved in the attacks.
Russia accused Ukraine of being behind the attack, but Kiev denied direct involvement.
On May 30, British Foreign Secretary James Cleverly refused to comment on the downed UAVs in Moscow, stating: “I do not have detailed information and I will not speculate on the nature of the UAV attack on Moscow.”
However, according to the British diplomat, in principle, the measure of conducting attacks outside the territory is part of Kiev's right to self-defense to reduce the risk of Moscow attacking Ukrainian territory.
The British foreign minister said that legitimate military targets outside its borders were part of Ukraine's right to self-defense.
This statement was made when previously, the US affirmed that it continued to disagree with attacks on Russian territory.
In another development related to the situation in Ukraine, German media reported on May 30 that Kiev and its allies are planning to hold a summit of world leaders, excluding Russia.
German media quoted European diplomats and Mr. Andrei Yermak - Chief of Staff of the President of Ukraine - as saying that the purpose of this idea is to gain support for Kiev's conditions to end the current conflict.
Plans for the conference are still in the preparation stage, but have been strongly supported by European leaders, including French President Emmanuel Macron.
“We need a unified plan of a truly responsible civilized world that wants to live in peace,” the Chief of Staff of the President of Ukraine stressed.
Affirming that direct negotiations with Moscow are impossible as long as Russian troops are present in Ukraine, Mr. Yermak declared that Kiev will not compromise on the country's territorial integrity.
