On the morning of October 27, at the regular meeting of October 2023, the Standing Committee of the Provincial Party Committee listened to the situation and results of the implementation of Directive No. 20-CT/TU dated December 28, 2022 on strengthening the Party's leadership over State management of minerals in the province.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

RESOLUTION TO FIGHT AGAINST TAX EVASION AND TAX AND FEE FRAUD
Implementing Directive 20, the province has focused on reviewing, amending, supplementing, and developing regulations, rules, mechanisms, policies, and administrative procedures within its authority and responsibility in accordance with Central regulations and the actual situation.
At the same time, perfect regulations on auctioning mineral exploitation rights, especially minerals used as common construction materials, ensuring strictness and compliance with legal regulations, following market principles, publicity, transparency, anti-negativity and loss; thoroughly reform administrative procedures.

Nghe An has also established and implemented a plan for exploration, exploitation, use and protection of resources and environment in mineral activities of the province for the period 2021 - 2030, with a vision to 2050; minimizing the licensing of exploration and exploitation of other types of minerals, other than minerals used as common construction materials.
The province also strengthens inspection and examination work; fights against tax evasion and tax and fee fraud.

The Provincial People's Committee has established two interdisciplinary inspection teams to conduct inspections of 22 enterprises/32 mineral exploitation licenses and has imposed fines and collected over VND 24.9 billion; declared additional tax obligations related to the total amount of taxes and fees of nearly VND 18 billion, and late payment fines of nearly VND 3 billion.
Since the beginning of 2023, the Provincial Police have detected, arrested and handled 356 cases and 400 violators in the mineral sector.
On October 20, 2023, the Provincial People's Committee continued to issue a decision to establish an interdisciplinary inspection team to inspect the remaining mineral operating units in Quy Hop district.
In addition, the Department of Construction and the District People's Committee have established inspection teams; the Department of Transport continues to strengthen the control of vehicle loads; control the loads of areas at the source of goods.

The results of the inspection and handling have created order, discipline, and influence, contributing significantly to businesses' awareness in seriously declaring taxes, fees, and other financial obligations, contributing to increasing budget revenue in this field. The total amount of environmental restoration deposits in mineral exploitation that has been paid cumulatively up to August 31, 2023 is more than 266 billion VND.
At the meeting, the Provincial Party Committee Standing Committee acknowledged the positive results in State management of minerals in the province; at the same time, pointed out the shortcomings and limitations that need to be overcome, and oriented the plan in the coming time.
Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee suggested that, along with the mining level, it is necessary to speed up the land allocation for processing areas and auxiliary works; strengthen inspection of compliance with laws on labor safety and hygiene in mineral exploitation and processing activities.
The Vice Chairman of the Provincial People's Committee also said that the authorities need to advise on solutions based on the law, ensuring the principle of not creating barriers for businesses; to both effectively implement the goal of preventing loss of taxes and fees in mineral exploitation activities and create favorable conditions for businesses.

Analyzing the results of the past time, it shows that when organizing the province's interdisciplinary inspection teams, violations were discovered. Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung said that the role and responsibility of the local Party committees and authorities in this activity are still limited.
Therefore, he suggested that in the coming time, along with inspecting the activities of mineral exploitation enterprises, the province needs to inspect the role and responsibility of Party committees and authorities in implementing Directive No. 20 of the Provincial Party Committee Standing Committee.

Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee said that for minerals such as common construction materials, once the mining license has been approved, the procedures need to be accelerated. Because currently, the procedures for granting mineral mining licenses are still slow. Therefore, this issue should be reviewed and re-evaluated, including the qualifications and capacity of mineral licensing staff.
The Standing Deputy Secretary of the Provincial Party Committee also suggested that there should be inspections and checks to clearly determine the tax loss figure in order to have effective solutions to prevent tax loss; at the same time, research to have a flexible mechanism in allowing small-scale exploitation of common construction materials such as sand, gravel, etc. in mountainous districts to serve the construction of small projects, avoiding the situation where people in mountainous areas have to go downstream to buy materials, leading to high construction costs.
TIGHTEN MANAGEMENT, PREVENT MINERAL LOSS
Concluding this content, Provincial Party Secretary Thai Thanh Quy acknowledged that with the high determination of the Provincial Party Standing Committee, there have been changes in the attitudes, methods, and approaches of the political system towards State management of minerals.
At the same time, Nghe An province meets the demand for minerals for the construction of key central projects in the locality and in the province.

However, there are still problems in mineral exploitation activities, especially the most common is over-exploitation of licensed output, leading to many consequences. Therefore, the Provincial Party Secretary requested to continue strict management to avoid loss of resources, protect the environment and ensure labor safety.
Along with that, the Provincial Party Secretary requested the Party Committee of the Provincial People's Committee to listen and give policies and measures to more strictly control and prevent tax and fee losses in mineral exploitation activities.
The head of Nghe An Provincial Party Committee also agreed to inspect the role of Party committees in leadership, direction, and concretization of local authorities in state management of minerals in the area when implementing Directive 20.
At the same time, the authorities carefully study to advise the Provincial People's Committee to remove practical difficulties, ensuring flexibility in exploiting minerals such as common construction materials to serve the needs in mountainous districts.
The Provincial Party Secretary also emphasized the solution of building a database information system related to the system of enterprises and organizations and individuals operating in mineral exploitation in the area; promoting environmental control and labor safety activities.
Regarding enterprises, the Secretary of Nghe An Provincial Party Committee affirmed that the province gives maximum priority to raw materials for key projects in the area, but enterprises must also participate in implementation, complete all documents and procedures to submit to competent authorities for processing, ensuring the requirements set forth.

Also in the working program, the Standing Committee of the Provincial Party Committee listened to and gave opinions on many other important contents such as: Overall plan for arranging administrative units at district and commune levels in the province for the period of 2023 - 2025; summarizing 15 years of implementing Resolution No. 25-NQ/TW dated July 25, 2008 of the Central Executive Committee of the Party (10th tenure) on strengthening the Party's leadership over youth work in the period of promoting industrialization and modernization; discussing the work of inspection, supervision, and enforcement of Party discipline; approving the Regulations of the Standing Committee of the Provincial Party Committee on organizing grassroots working trips; attending rallies, celebrations, congresses, conferences, and receiving guests of comrades of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial National Assembly Delegation;...
