Expected to reduce 85 commune-level administrative units
Opening the conference, Secretary of the Provincial Party Committee Ha Thi Nga emphasized: In the past time, based on the directions and conclusions of the Central Committee on the contents related to the reorganization of the political system, the province has focused on implementing careful steps in accordance with regulations, processes, procedures and time according to the plan. The province has established the Steering Committee for the merger of Tuyen Quang and Ha Giang provinces and the Steering Committee for the reorganization of commune-level administrative units. The Provincial Party Committee has drafted the Project on the reorganization of commune-level administrative units and the draft Project on the merger of provincial-level administrative units for the Standing Committee of the Provincial Party Committee to comment on, before implementing the next steps.

Regarding the draft project on the arrangement of commune-level administrative units after the arrangement, Tuyen Quang province expects that after the arrangement, the whole province will have 52 commune-level administrative units, including 47 communes and 5 wards, reducing 85 commune-level administrative units, achieving a reduction rate of over 62%. On that basis, the project also determines the options and roadmap for arranging the team of cadres, civil servants, public employees, workers, and part-time workers at the commune level; resolving the regime and policies; and principles for handling the headquarters of commune-level administrative units after the arrangement.
Merging communes must be in the direction of expanding development space.
Discussing at the Conference, delegates basically agreed with the draft Project on the arrangement of commune-level administrative units; the draft Project on the merger of provincial-level administrative units. Regarding the project on the arrangement of commune-level administrative units, the delegates' discussion opinions all affirmed that the arrangement of the project has ensured balance in area and population and ensured full compliance with the criteria for establishing new communes according to regulations.
Permanent Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan spoke at the discussion.
In addition, some delegates also suggested that the drafting agency consider the plan to arrange and merge some communes to suit the actual geographical location, convenient transportation to create development space for newly established communes; choose names for some new communes after the arrangement; continue to study the location of administrative centers of some communes more reasonably to ensure the best service to the people and create motivation for the common development of the locality.
Chairman of the Provincial People's Committee Nguyen Van Son emphasized: The arrangement of commune-level administrative units must closely follow the criteria of geographical location, cultural traditions, convenient transportation, ensuring requirements for local management, maintaining security and order to achieve the highest goal of expanding development space, creating new development axes, new growth poles. At the same time, it is also to bring the government closer to the people, and resolve people's aspirations more promptly.

Concluding this content, Secretary of the Provincial Party Committee Ha Thi Nga expressed her agreement and appreciated the efforts of the agencies in developing the two projects. Secretary of the Provincial Party Committee Ha Thi Nga requested the Provincial People's Committee to direct the drafting agency to absorb the opinions discussed at the conference to supplement and complete the project.
To ensure the feasibility of the project before submitting it to competent authorities for consideration and decision, the drafting agency needs to continue to pay attention to and review communes and wards that have not yet met some criteria on area and population to supplement appropriate arrangement plans. At the same time, research and analyze administrative boundaries, determine the centers of communes to ensure that they are close to the reality of each region and locality to better serve the people after the arrangement and establishment of new administrative units.

Implementing steps to merge Tuyen Quang and Ha Giang provinces
The Provincial Party Committee Standing Committee meeting also gave opinions on the draft Project on merging provincial-level administrative units, merging the administrative units of Ha Giang and Tuyen Quang provinces. Accordingly, the entire natural area and population of Tuyen Quang province and the entire natural area and population of Ha Giang province will be merged. The newly formed province after the merger will be named Tuyen Quang province, the political and administrative center of the new province will be located in the current Tuyen Quang province.

Up to now, the draft project has basically completed some contents such as: political and legal basis and the necessity of arranging and merging provincial-level administrative units; history of formation, current status of geography, natural area, population size and number of affiliated administrative units, specific policy criteria of Tuyen Quang and Ha Giang provinces; plan, results after arranging and merging provincial-level agencies and units, basis and reasons for proposing the plan, choosing the name and administrative and political center of Tuyen Quang province after the arrangement...
Comrade Nong Thi Bich Hue, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee, Head of the Provincial People's Council's Culture and Social Committee, spoke at the discussion.
Discussing this content, the delegates basically agreed with the structure and layout of the draft project, and at the same time specifically participated in some contents of the draft. The Provincial Party Secretary requested the Provincial Party Committee to absorb the opinions at the conference, and at the same time, on the basis of agreeing with Ha Giang province on some contents to continue to complete the project to submit to competent authorities, implementing steps to merge Tuyen Quang province and Ha Giang province.
