Previously, on November 24, 2023, Chairman of Hai Phong City People's Committee Nguyen Van Tung and an interdisciplinary working group inspected land management in Do Son district.

After a field inspection, the Chairman of Hai Phong City People's Committee agreed in principle to handle the site clearance and prepare documents to auction the right to use 3 prime land plots in Do Son with a total area of ​​26 hectares for tourism development purposes.

Of which, Vung Xec area and area 203 (area 2) are 20 hectares wide; the land from Hoa Phuong hotel to the land adjacent to the Conference and Training Center for Trade Union officials under the Vietnam General Confederation of Labor is 3 hectares wide.

In addition, the land of the Do Son Rehabilitation and Occupational Disease Treatment Center (belonging to the Ministry of Construction, transferred by the Prime Minister to Hai Phong City in August 2023), the coconut tree area, and the old ward area, all belong to Van Huong ward with a total area of ​​3 hectares.

These areas are adjacent to each other, have many motels and restaurants, and are often referred to by locals as the "Ministry of Construction" area.

In area 203, there are 27 households using land with a temporary lease contract signed by the State agency (from 1997 to 2003) and 7 households have illegally occupied the land since 1998 to build restaurants. Some households have illegally transferred and built restaurants and motels.

Do Son District People's Committee has reviewed the current status and land use records of 27 business and service establishments in Zone 2, Van Huong Ward.

Through reviewing the current status, it shows that, according to the 1990 survey map and the attached land inventory book, the entire area that 27 service businesses are using is rocky land and coastal water surface land managed by the People's Committee of Van Huong Ward.

The People's Committee of Do Son district has issued a decision to sanction administrative violations in the field of land for violations such as occupying agricultural land that is not rice-growing land, special-use forest land, protective forest land, and production forest land in urban areas.

At the same time, the district issues a decision to enforce the implementation of remedial measures; Force the violator to relocate his/her assets; Dismantle or demolish the constructions and architectural objects on the violated land, force the restoration of the original state of the land before the violation and force the return of the encroached land according to regulations.

The leader of the People's Committee of Do Son district said that after the People's Committee of the district sent a notice to 27 households and individuals with illegal constructions about the time to organize the enforcement of the decision, by the afternoon of June 25, the households had agreed to voluntarily dismantle the illegal constructions.
