The proposal to install cameras inside and outside classrooms in non-public preschools is included in a recent dispatch from the People's Committee of District 12, Ho Chi Minh City, on rectifying, overcoming limitations and enhancing effective management of non-public preschools in the district.

Official dispatch sent to the Department of Education and Training, Department of Labor - Invalids and Social Affairs; Department of Health; People's Committees of 11 wards; Vietnam Fatherland Front Committee of the district and district unions and non-public educational institutions in the district.

Resolutely suspend and handle preschools that cause physical and mental harm to children.

The People's Committee of District 12 requested the Department of Education and Training to coordinate with the People's Committees of 11 wards to strengthen the regular and unscheduled inspection and supervision of non-public preschools to promptly prevent violations of the code of conduct and ethics of teachers. Resolutely suspend and handle preschools and individuals who cause physical and mental harm to children; rectify non-public preschools that do not have name tags in accordance with the registration in the establishment license; facilities that have not been licensed by competent authorities or operate in violation of the granted license must be strictly and promptly handled.

The Department of Education and Training of District 12 needs to strengthen professional training for the management team, teachers, and staff at non-public preschools; especially class leaders. Timely implement policies and regimes for the management team, teachers, and staff.

In addition, the Department of Education and Training must inspect and rectify non-public preschools that have not fully ensured salary, overtime, rewards, social insurance, and health insurance for employees...

Notably, the People's Committee of District 12 requested the Department of Education and Training to: "Instruct non-public preschools to install surveillance cameras in areas inside and outside the classroom to prevent and promptly intervene in acts that cause physical and mental harm to children."

The People's Committee of District 12 requested the Department of Labor, War Invalids and Social Affairs to coordinate with the Department of Education and Training, the People's Committees of 11 wards and related units to organize training in skills, expertise and child care for non-public preschools to ensure quality and safety. Do not allow cases of violence or abuse that affect children's health. Ensure children's rights according to the provisions of law and properly implement policies and regimes to protect and care for children and workers.

The People's Committee of District 12 requested that non-public preschools "step up investment, modernize facilities, improve professional quality, and attract parents to send their children to the unit. Install surveillance cameras in areas inside and outside the classroom and provide access to the Department of Education and Training of District 12 and the People's Committee of the ward to prevent and promptly intervene in acts that cause physical and mental harm to children."

The leaders of District 12 requested the People's Committees of 11 wards in the district to regularly inspect child care groups, kindergarten classes, and independent preschool classes according to Circular No. 49/2021/TT-BGDDT of the Ministry of Education and Training. The 11 wards must strictly manage and not allow child care groups, kindergarten classes, and independent preschool classes to take care of children that are not of the correct scale and type according to the decision to grant the establishment license.

Wards must handle violations and resolutely suspend the operation of educational establishments that do not meet operating conditions. When conducting inspections, it is necessary to ensure a strict legal basis, inspect according to correct procedures and perform well the functions and tasks of the inspection team.

Handling cases of violations of teacher ethics, concealment of information, and late reporting

The leaders of District 12 assigned the People's Committees of 11 wards to coordinate with the Department of Labor, War Invalids and Social Affairs to strengthen inspection, handling and rectification of activities at out-of-school boarding service facilities, after-hours childcare centers and skill education centers.

The leaders of District 12 also directed 11 wards in the district to "request owners of non-public preschools to install surveillance cameras at the facilities to control, prevent, and promptly handle cases of violations of teachers' ethics in child care and education, concealment of information, and slow reporting that affect public opinion and cause confusion among parents and students."
