Building a strong Party in a new context and new position

The Congress has the theme: "Innovating leadership methods; promoting solidarity, role and responsibility to set an example; building clean and strong Party organizations of provincial Party agencies", with the motto of action "Solidarity - Democracy - Discipline - Creativity" demonstrating high political determination and deep desire for innovation.

From organizational integration to unified action

On July 1, 2025, Gia Lai Provincial Party Committee issued Decision No. 45-QD/TU on the establishment of the Party Committee of the provincial Party agencies; The Standing Committee of the Provincial Party Committee issued Decision No. 49-QD/TU on the appointment of the Party Executive Committee, the Standing Committee of the Party Committee, the Secretary and Deputy Secretary of the Party Committee of the provincial Party agencies for the 2025-2030 term. The Party Committee of the provincial Party agencies is the direct superior Party Committee of the grassroots Party organization (TCCSĐ) under the Gia Lai Provincial Party Committee on the basis of merging 2 Party Committees of provincial Party agencies: Binh Dinh and Gia Lai.

Immediately after being reorganized according to the new organizational model, the Party Executive Committee of the provincial Party agencies for the 2025-2030 term focused on perfecting the organizational and personnel system. On the basis of reorganizing the two old Party Committees, the new Party Committee established specialized agencies to advise and assist the Party Committee; assign and appoint key leadership positions according to the correct procedures, ensuring smooth operations.

In addition, the activities of 21 Party cells and grassroots Party committees under the two old Party Committees were terminated to establish 12 new affiliated Party organizations with 1,753 Party members (as of August 1). Personnel work of affiliated Party organizations was also carried out synchronously, focusing on appointing executive committees, standing committees, secretaries, deputy secretaries and inspection committees at affiliated Party organizations.

In the process of perfecting and stabilizing the organizational apparatus in conjunction with political tasks, the Party Committee and the Party Committee Standing Committee promptly directed Party committees at all levels and leaders of agencies to focus on building a spirit of solidarity and unity, creating positive changes in the awareness and actions of cadres, Party members, civil servants, public employees, and workers throughout the Party Committee.

Thanks to that, political and ideological education work has been given attention, ensuring orientation, timeliness and effectiveness, contributing to improving political capacity and maintaining the stance of cadres and party members. Tasks on building party organizations have been seriously and synchronously implemented, closely following the plans and instructions of superiors.

The assessment of political standards for Party admission and staff assignment was carried out in accordance with regulations, without any errors. Inspection, supervision and disciplinary activities within the Party were focused on and implemented resolutely from early on, from afar, and within the right authority. Mass mobilization and social security activities continued to be promoted, contributing to strengthening trust and creating consensus within the political system and among cadres and party members throughout the Party.

Comrade Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Secretary of the Party Committee of the Provincial Party Committee, affirmed: With the characteristics of a newly established agency, the implementation of tasks has new points, different from previous Party Committees. However, under the close and regular leadership and direction of the Provincial Party Committee Standing Committee, the efforts of grassroots Party Committees and the contingent of cadres and Party members, the Party Committee of the Provincial Party Committee has gradually overcome difficulties and achieved important results. The above results are vivid and clear evidence of the efforts in drastic and creative leadership and direction, especially the spirit of solidarity, unity, and unity of cadres, Party members, civil servants, public employees, and workers in the entire Party Committee.

Building key orientations for the new term

Implementing the policy of the Central and the province on streamlining the organizational apparatus and rearranging administrative units, Gia Lai province (new) is facing a historical period with great potential, opportunities, and vast development space, but also many difficulties and challenges. That context requires the entire provincial political system and all cadres and party members in the provincial Party Committee to promote revolutionary traditions, uphold the spirit of responsibility, solidarity, unity, flexibility, and creativity; take advantage of opportunities, overcome all difficulties and challenges, seriously follow and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws, and the resolutions and conclusions of the Central and the province, contributing to the successful implementation of the local political tasks.

Recognizing that importance, the Party Committees of the provincial Party agencies set out common goals with comprehensive contents and tasks in all areas. One of the major orientations is to effectively implement the strategic resolutions of the Politburo, especially the "four pillars": Resolution No.

57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law making and enforcement; Resolution No. 68-NQ/TW on developing the private economy into an important driving force.

Based on the practical situation and assigned functions and tasks, the Party Committee has also set out 5 targets and 3 breakthroughs for the 2025 - 2030 term. The breakthroughs are identified as important factors creating strong and positive changes, contributing significantly to the successful implementation of the targets and goals of the coming term.

Along with that, the Party Committee has also proposed two key groups of solutions for the coming term. The focus is on strongly innovating the content and form of political and ideological education, improving the capacity to protect the Party's ideological foundation; strengthening the fight against erroneous and hostile viewpoints in the new situation. Strongly, comprehensively and synchronously innovate the work of organization and cadres in the direction of decentralization and delegation of power; closely inspect, supervise and control power; in particular, cadre planning is truly "dynamic" and "open", linking planning with training, fostering and using cadres.

Focus on building a contingent of cadres and party members with strong political will, pure moral qualities; truly pioneering, exemplary, close to the people; with a spirit of innovation, daring to think, daring to do. Leading the implementation of political tasks, national defense - security, ensuring security and order, preventing and combating corruption, waste, negativity...

With the spirit of "Solidarity - Democracy - Discipline - Creativity", we believe that each Party Committee, each cadre, Party member and the masses in the entire Party will always be united, unified, promote intelligence, responsibility, proactiveness, creativity, participate in building clean and strong Party organizations, agencies and units, determined to successfully implement the targets and tasks set out by the 1st Provincial Party Congress of Party agencies for the 2025 - 2030 term.
