Xuan Lap commune was established on the basis of merging the natural area and population of Xuan Lai, Xuan Lap, Xuan Minh and Truong Xuan communes. The commune has a natural area of 34.5 km2 and a population of 36,213 people. In the process of implementing the Resolution of the Commune Party Congress for the 2020-2025 term, along with opportunities and advantages, the locality also faces many difficulties and challenges. However, with the spirit of solidarity, innovation and creativity, the Party Committee and the People in the commune have strived to achieve important results, notably: The economy has grown quite well and shifted in the right direction, reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry and services. The total value of products in the area in 2025 is estimated at 1,572 billion VND, of which the total value of agricultural production is estimated at 378 billion VND; The total annual average grain output reached over 22,000 tons, an increase of 1.02% of the average target. The total production value of industry and handicrafts was estimated at over 829 billion VND. The total value of services and trade was estimated at 365 billion VND. State budget revenue and resource mobilization for investment and development achieved the highest results ever. The total mobilized investment capital was estimated at 1,320 billion VND, of which mobilized investment capital from the people was over 1,000 billion VND. Economic and social infrastructure was invested synchronously. The work of making general planning for communes (Xuan Lap, Xuan Lai, Xuan Minh, old Truong Xuan) was completed and approved by competent authorities.

Science - technology , digital transformation are widely applied in many fields. Digital transformation work has been focused on by leaders and has achieved important results in all three pillars: digital government, digital economy and digital society. Up to now, 100% of administrative procedures have been received, processed, and returned online at level 3, level 4 and online throughout the process on the national public service portal.

Culture and society continued to have progressive changes, social security was ensured. The work of preserving and promoting the values of relics, heritages and culture was focused on and promoted; traditional festivals, games and folk performances were preserved and promoted. Le Hoan Temple was recognized as a Special National Monument; Le Hoan Temple Festival was recognized as a National Intangible Cultural Heritage. National defense and security were maintained, social order and safety were stable. The work of building the Party and the political system was strengthened.

It can be affirmed that the outstanding results achieved have created a breakthrough, contributing to the rapid and comprehensive development of Xuan Lap commune. This is specifically demonstrated in each year, the total budget revenue in the area is always implemented synchronously, effectively exploited in conjunction with nurturing and developing revenue sources. Budget expenditure ensures full regimes and policies and focuses on spending on development investment. Credit activities are innovated, diversified, and well meet the needs of the people.

Along with that, the material and spiritual life of the people is increasingly improved when the average income per capita in 2025 of the commune is estimated to reach 73.5 million VND, an increase of 40% compared to the beginning of the term, exceeding the set target by 2.08%. Poverty reduction work has achieved positive results, the poverty rate decreased from 1.3% in 2020 to 0.7% in 2025; the rate of near-poor households decreased to 3.4% of the whole commune. Vocational training is focused on, the rate of trained workers reaches 83%. The rate of participation in national health insurance reaches nearly 98%...

Unity, responsibility, breakthrough action

From July 1, 2025, the new administrative unit of Xuan Lap commune has officially operated. This is an important turning point to create an open space for the commune to promote its potential and strengths, improve its operational effectiveness, and promote regional linkage development. With the motto of action "Solidarity - Democracy - Responsibility - Breakthrough - Development", in the 2025-2030 term, the commune is determined to strive to complete and exceed 26/26 main targets. Of which, the group of economic targets has 11 targets; 7 targets on culture - society; 2 targets on environment; 1 target on security and order; 2 targets on Party building; 3 additional targets on: completing the construction of an advanced new-style rural commune, completing the annual military recruitment target, focusing on filling and expanding the occupancy rate of Xuan Lai Industrial Cluster by 2030, Truong Xuan Industrial Cluster.

To realize the set targets, the commune strives to effectively implement 11 main groups of solutions on socio-economic issues; 4 groups of solutions on national defense - security, foreign affairs; 3 groups of solutions on Party building and the political system.

Along with that are 5 key tasks on innovation and improving the leadership capacity and fighting strength of the Party Committee; effectiveness and efficiency in management and administration of the government. Strengthening the responsibility of cadres, party members, civil servants and public employees to meet the requirements of tasks in the new period. Focusing on leading and directing the completion of the master plan for the commune in 2026. Completing the construction of an advanced new-style rural commune, associated with the synchronous development of infrastructure in the direction of urbanization. Improving the quality of education, health care services and people's lives. Accompanying businesses to attract investment, filling the Xuan Lai and Truong Xuan Industrial Clusters; developing large-scale agriculture, applying high technology, organic agriculture, safe and sustainable agriculture. Promoting administrative procedure reform, improving the quality of operations of the Public Administration Service Center.

The 2025-2030 term is determined by Xuan Lap commune as a breakthrough and development term to join hands and contribute with the whole province and the whole country to enter a new era - the era of national development. We believe that with the great efforts and determination of the entire Party and people, Xuan Lap commune will complete and exceed the targets set out in the resolution; reaching the standards of an advanced new-style rural commune by 2030.
