Giai Lac Commune (Nghe An) strives to achieve advanced new rural status by 2027

Attending the congress were: Colonel Dinh Viet Dung - Member of the Provincial Party Standing Committee, Director of the Provincial Police; Nguyen Viet Hung - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs; representatives of provincial departments, branches and sectors, and 250 official delegates, representing 1,552 party members in the entire Party Committee.

Many outstanding achievements

Formed on the basis of merging the three communes of Hau Thanh, Phuc Thanh and Lang Thanh of Yen Thanh district in the past, Giai Lac commune possesses many potentials and advantages for development. During the past term, the commune Party Committee has constantly innovated leadership methods, improving the management and operation efficiency of the local government.

Party building work has received comprehensive attention. The contingent of cadres, especially key cadres, has promoted their role as exemplary in performing their duties and public ethics, creating strong trust among the people.

The work of organizing, planning and training cadres was carried out systematically and in accordance with principles. The training and improvement of professional qualifications, skills and political theory were promoted. Along with that, the Party's inspection and supervision activities were strengthened, contributing to maintaining discipline and order within the Party.

In terms of economy , Giai Lac commune has achieved many outstanding achievements, reflected in the average growth rate of 9.8% in the past 5 years. The economic structure has shifted positively, gradually reducing the proportion of agriculture, increasing the proportion of industry - construction and services.

In 2025, the total production value of the whole commune is estimated to reach 1,675 billion VND; annual budget revenue always exceeds the estimated target; total social investment capital reaches 1,564 billion VND. Average income per capita reaches 70.941 million VND/year.

Over the past 5 years, the commune has mobilized 451,229 billion VND to build new rural infrastructure; Lang Thanh and Phuc Thanh communes (old) were recognized as meeting advanced new rural standards in 2024. The whole commune currently has 1 VietGAP product, 4 3-star OCOP products and 3 honey farming and processing villages recognized by the province.

The cultural and social fields have achieved many results: solid schools meeting national standards; the movement to build a cultural life associated with preserving traditional identity; the cultural and sports movement has spread widely; health care and social security have been focused on; national defense and security have been maintained.

In particular, after the restructuring of the apparatus, the communal political system quickly stabilized and operated effectively, ensuring smooth management and operation activities.

Dynamic development, towards the future

In the 2025-2030 term, Giai Lac Commune Party Committee aims to strive to become an advanced new rural commune by 2027.

The Congress set out 6 key tasks and 2 breakthroughs. In the 2025-2030 period, strive for growth of 11.5-12.5%/year, average income increase of 55-65%, poverty reduction of 1%/year, health insurance coverage rate of 97%, 100% of schools meeting national standards...

The Congress approved the Decision of the Provincial Party Standing Committee appointing the Party Executive Committee of Giai Lac commune for the 2025-2030 term consisting of 25 comrades, the Standing Committee of the Commune Party Committee consisting of 11 comrades, and the Inspection Committee of the Commune Party Committee consisting of 4 comrades.

Speaking at the congress, Colonel Dinh Viet Dung - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department acknowledged and commended the results achieved by the Party Committee and people of Giai Lac commune in the past time; at the same time, set out a number of key tasks and solutions to be implemented in the coming time.

Firstly, strengthen the work of building a clean and strong Party and political system in all aspects; In particular, the arrangement and consolidation of the apparatus must be substantive, promoting the exemplary role of leaders, especially the heads. Innovate leadership methods, improve governance capacity, be close to the people - close to the people - for the people; promote the supervisory role of the Fatherland Front and mass organizations.

Regarding socio-economic development, it is important to focus on comprehensive digital transformation, closely following the resolutions of the Central and the province on "Digital Government - Digital Economy - Digital Society". In addition, it is necessary to focus on investing in infrastructure, especially rural transport, considering this a strategic breakthrough. The economy must develop in a high-quality direction, applying technology in agricultural production, building a sustainable agricultural product consumption linkage model. The fields of culture - education - health are also required to be given comprehensive attention, along with heritage conservation and the development of spiritual and ecological tourism.

Maintaining national defense and security is a central and continuous task. It is necessary to build a national defense posture, proactively prevent crimes, especially drugs. Promote the effectiveness of the movement of the People to protect national security; build a regular, elite, and modern communal police force in accordance with the spirit of Resolution No. 12 of the Politburo.

Immediately after the Congress, the Party Committee of Giai Lac commune must concretize the Resolution into specific action programs, choose breakthroughs with clear people, clear work, and clear progress to create changes right from the beginning of the term.
